Motion was made by Council Vice President Jerry Lietz, Council Member Darwin Miller second the motion. Motion carried 4-0 Approve the Financials 1. Department Heads reports: Jeff Province: Wastewater/Stormwater-Old truck is out of the garage and fixed. The new Mower has been picked up and in storage. Had to buy a new E-Coli System and new Oven for the testing. Digester is not working properly so it is being drained and fixed. Robert Thomas: Water/Street- The Hydrant on the corner of 4th and 24 has been moved. Anderson street had some leaks that are fixed now. Water samples off of Anderson St came back very good. NIPSCO is going to coming to fix a gas line. Marshal Baer: Town Marshal- Car is out of the shop and ready to be sold. Will be enforcing the ordinance for numbers on the houses. Lori Bussell: Park Board- Matt Hall gave the report. Plans for 2023. Going to pave from Blake St to 4th. Possibly the ballpark parking lot. Kim is going to be insulating the concession stand. Dropping the ceiling in the shelter. Steve Young Sr: Ambulance Director- No report Kenneth Burns: Volunteer Fire Department- No report Sandy Miller- RWCDC- No report Janell Hofstetter KIRPC- No report Michael J Johnson: WCEDC- There have been several inquiries about the Commerce Park. The businesses needed to many acres or employed more people then could be employed in this area. Jerry Lietz: Area Plan Committee- Had a round table. Talked about housing in White County. Gayle Rogers talked about TIF and what impact it has on towns. White County Recycling will be relocating. It will be South of the jail in Monticello. Michelle Earney: Summer Festival Committee- The Sign that blew down on 231 will not be put back up at this point Marilyn Maxwell: Main St Committee- The Committee will be doing a Johnny Appleseed event for the Children and planting a tree. Each student will be receiving an apple. There is going to be an Easter Egg Hunt, April 8th. Main St will be adopting the Islands on Market St. The 4th graders are learning the history of Wolcott. Bio Town and Bank of Wolcott are donating books about “Bobby the wonder Dog”. There will be a tea party at the Wolcott House May 6th @ 1:00. The public is invited. The Wolcott House can only hold about 50 people. Jacob Ahler: Town Attorney- Working on the advertisement for the Pocket Park Pamela Bennett: Clerk-Treasurer- Office staff will be going the 19th-24th to Clerk-Treasurer School. Pam will be on vacation March 25-April 1 Old Business: Robert Bellucci CommonWealth: 4th Street fire hydrant has been relocated. The new 8” WM heading south toward DG has been connected to the existing 10” WM coming under the highway. When I spoke with Cameron last week, it sounded like restoration work still needed to be completed and the existing 2” temporary connection located at the south end of the new WM needed to be disconnected. I have not heard if the Contractor has completed the removal of the line across Janell’s property as of this email. Darwin Miller- Street light outlet covers. Is trying to get two quotes. Superintendent Pat Culp: update on the referendum. New Business: Matt Parsley Arborist: NIPSCO is going to be cutting down trees that are in the power lines. There are some ash trees. NIPSCO will cut them down but will not dispose of these trees. Bob and Jeff will be cleaning up the ash trees.

Absent: Michael Johnson, Lori Bussell, Sandy Miller, Marilyn Maxwell. Opened with Pledge of Allegiance to the Flag Approve minutes of the following meeting: March 21,2023 Council Member Darwin Miller made the motion to approve the minutes. Council Member Rex Pearson second the motion. Motion carried 3-0. 1. Department Heads reports: Jeff Province: Wastewater/Stormwater- Everything is going well. Cabinets should be on April 10th. Should be installed shortly afterwards. Robert Thomas: Water/Street-Everything is going well. Marshal Baer: Town Marshal- Running an ad for a Deputy Officer. Taurus is back in the shop. Council Member Darwin asked Marshal Baer about camera’s that would read license plates for speeding tickets and such. The cameras are expensive and cost $2000.00 a year per camera to run. Marshal Baer said that it is not possible in his budget. There are cameras just outside of town in the county. Marshal Bear talked about not being able to get down the alley’s during the storm due to no gravel being Down. JR Northcutt is taking the extra shifts to help while in the search process. Lori Bussell: Park Board- No Report Steve Young Sr: Ambulance Director- No Report Kenneth Burns: Volunteer Fire Department-Hydrant markers have been removed. The total of Hydrants Are 72 hydrants and 4 blow off hydrants. The storm siren needs some work done. He talked about Getting a new one. Council President asked if it would be possible to get new ones and put one on each end Of town. Kenny is going to get quotes on new ones. The Easter Egg hunt, and Johnny Appleseed activities are coming up. The tea party is full. Jacob Ahler: Town Attorney- No Report Pamela Bennett: Clerk-Treasurer- Let the Council know that there are a lot of changes coming. Clerk Institute was good, over whelming and lots of information. Old Business: Robert Bellucci- Invoice#13 needs approved. The invoice is in the amount of $1811.97. Council Vice President Jerry Lietz made the motion to approve invoice#13. Council Member Rex Pearson second the motion. Motion carried 3-0 Darwin Miller- Street light outlet covers. Darwin tried to get two quotes but couldn’t get another one due to Not getting call backs. D&K Electric gave a quote to do the outlet covers and labor for $1175.00. There are two Outlets that keep blowing breakers so we are going to have D&K fix them as well. Council Vice President Jerry Lietz made the motion to have D&K install the covers and fix the outlets. Allowing up to $2000.00 for this project. Council Member Darwin Miller second the motion. Motion carried 3-0. New Business: Mrs. Gayle Rogers: Mrs. Rogers talked to the Council about a TIF district. After a lot of discussion. The TIF plans are being put on hold for now. Mr. Joe Rogers: Area plan is looking for two committee members for the new committees. One committee is for Subordinate Housing. If a resident in the country would want to build a new home on their property, there is a chance that that could not happen due to some of the laws. This committee is to help with the process. The second committee is for B-2. It is for a business owner to be able to have a house in the back if the business. Matt Parsley with Arbor Metrics: NIPSCO is going to be trimming trees in the area. There will be a company coming behind them to finish cutting down the trees. The town will be responsible for cleanup. Jannell Hofstedder has people that will come and get the logs. Randy and Susan Sims, Landon Cleefman, George Mathew, Janet Gross, Larry Clink, Janell Hoffstetter, Jared Baer, Bob Thomas and Pamela Bennett Opened with the Pledge of Allegiance to the Flag Approve minutes or memoranda of the following meetings: April 4,2023. Council Member Darwin Miller made the motion to approve the minutes. Council Member Rex Pearson seconded the motion. Motion carried 3-1 Council Member Michael Johnson abstained due to being absent at the last meeting. Approve the Financials: March 2023. Council Member Darwin Miller made the motion to approve the financials for March 2023. Council member Michael Johnson second the motion. Motion carried 4-0 1. Department Heads reports: Jeff Province: Wastewater/Stormwater-Robert Thomas gave both reports for the water and wastewater. Robert Thomas: Water/Street-The painting is finished at the wastewater plant and cabinets will be finished On April 19th. There is a tile issue behind the wastewater plant. The broken tile has not been located yet. Marshal Baer: Town Marshal-There are three candidates for Deputy Marshal. Town Council will be Doing interviews this Friday, April 20th. The Marshal’s office is setting live traps for feral cats. They will Be taken to the country and set free. Michael J Johnson: WCEDC- Zoom meeting April 19, 2023. This is to decide whom will be taking Randy Mitchell’s position. Randy is retiring. Jerry Lietz: Area Plan Committee-There is a meeting April 20th about subdivisions and procedures. There is a grant for forestry that Jerry would like for the town to look into. Michelle Earney: Summer Festival Committee- No Report Marilyn Maxwell: Main St Committee- Darwin Miller gave the report. The Easter Egg hunt was a success. Arbor day is approaching. There will be an actor playing Johnny Appleseed. Books and apples will be handed out to the students. Tea Party in May. Potheads are going to be put out soon. The islands have been cleaned and gravel laid. Memorial Day service will be at 10:00. Jacob Ahler: Town Attorney- No Report Pamela Bennett: Clerk-Treasurer- Culligan will be delivering water and maintaining the water cooler. This is a lot cheaper than buying bottled water. Old Business: New Business: Resolution 2023-4-18: Resolution to transfer money from Payroll to General. General has been paying all The payroll for over a year. We now have the checks for the payroll checking account. We had to reimburse the General account. The transfer is $250,000. Council Member Michael Johnson made the Motion to adopt resolution 2023-4-18. Council Member Darwin Miller second the motion. Motion carried 4-0 Bake-Tilley: Hiring Todd Caldwell as a consultant. Council Member Darwin Miller made the motion to hire Todd Caldwell as a consultant. Council Member Rex Pearson seconded the motion. Motion carried 4-0 Resident Janet Gross: There are dogs running around without a leash. What can be done about this issue? Marshal Baer advised that we need a photo of the animals running around town. File a formal complaint So he can take care of the issue. Council Member Jerry Lietz: Asked when the state highway was going to start the work on the ADA Compliance work. The town has heard nothing about a timeline. Council Member Darwin Miller asked what could be done about the trees and shrubs being on the sidewalk. Marshal Baer said that he could talk to the property owners. Then if they don’t comply, he can fine the property Owner. Darwin called INDOT and talked to a Lady named Sarah. Darwin is wanting a sidewalk out to Dollar General. The residents would be able drive their golf cart out to Dollar General to do their shopping. INDOT told him that it can be done. Darwin was told that the state highway would have to put in the sidewalk. Marshal Baer let it be known that the ordinance says that Golf Carts can not be on the highway or sidewalks. There was a lot of discussion about this issue. Council Member Michael Johnson made the motion to adjourn. Council Member Rex Pearson second the motion. Motion carried 4-0

Clerk-Treasurer Pam Bennett assured Ms. Gross that it was advertised. Council Member Darwin Miller compared this incident as voting on the Budget while he was in the hospital. It was then explained that the budget has a deadline to follow. Jerry Lietz Area Plan Committee-There will be a meeting January 19,2023. They are working on Sud division guidelines. There will also be Residential TIF changes. They are wanting the Residential TIF to give a percentage of the monies to the School Corporations. Michelle Earney: Summer Festival Committee- Michelle asked the Council why they cut her donations From $5000.00 to $2000.00. Council Member Darwin Miller said he thought $1000.00 was not enough Cameron said $2000.00. That was the way it was voted. Marilyn Maxwell: Main St Committee- Christmas decorations are down and stored. Scrapping the Windows Downtown. Greg Schnieder said that we need to put covers on the outlets of the street lights. Clerk-Treasurer Pam Bennett for Darwin to get an estimate as what it would cost to get this done. Resident Janet Gross asked how the financials broke down. Darwin said come to the meeting the 1st Thursday of the month and she could see them. Jacob Ahler: Town Attorney- No Report Pamela Bennett: Clerk-Treasurer- No Report Old Business: According to USDA we have $33,639.98 remaining to use toward a final change order for building improvements. KIRPC indicated they have $13,962.82 of combined County / EDA monies to apply toward the final change order. What I am not sure of is whether or not the EDA / County monies are included in David’s total or additive. I sent both agencies an email earlier this morning requesting clarification. In TCI’s proposal they have priced the following additional work: Ø New cabinets and counter tops and demo existing = $30,950.00 Ø Painting ceilings, walls, doors, door frames, and window frames = $23,800 Ø Epoxy coating the floor = $9,400 There will be misc. mark-ups for subs (5%), small tools (5%), labor (5%), insurance (1%), and bonding (1%) which get added to the above totals. We need to decide how best to spend the remaining funds. If we only have the $33k +/- then you will need to pick either painting or new cabinets. If the total available is closer to $46k +/- (meaning the EDA-County funds are in addition to the RD funds), then we could do the floor and the cabinets. As soon as I receive confirmation. Ken Smith: Mr. Smith gave the estimate for the streets. The streets are a total of $903,808.00 Council Member Darwin Miller asked if 3rd street was on the list. Council President Cameron Emond Said not this go around. That they would look at it at the fall Distribution. Pocket Park: Appraised for $2300.00 There is an offer of $10000.00. Council Member Michael Johnson made the motion to sell the Pocket Park for $10000.00. Council Member Rex Pearson second the motion. Motion passed 4-0 Resident Tom Bennett: He asked the Council why everyone except for the Clerk-Treasurer got an essential workers bonus. Council Member Jerry Lietz said It is of his opinion that he doesn’t think that elected officials should get the Bonus’. Mr. Bennett asked him if he every left a job without a raise or any kind of Bonus. Council Member Jerry Lietz reiterated his opinion. Council Member Darwin Miller said that he hasn’t had a raise at his regular job for 9 years. Clerk-Treasurer Pamela Bennett said you got a raise from the town. Resident Sondra Gloss asked if there was any way of giving the Ambulance and Fire departments more money since they were the ones affected by the pandemic the most. Council Member Michael Johnson made the motion to give the Ambulance and Fire $10,000.00 each. Give the Clerk-Treasurer $6000.00 to be spread out over a year. Council Member Rex Pearson second that motion. Motion carried 3-1 Council Member Darwin Miller abstained. Council Member Darwin Miller made the motion to adjourn. This will allow me to submit Change Order 4 for approval. The only other way is to get a written statement from EDA or White County saying they will commit another $10,344.18 in addition to the $7,296,000 they have already committed. We need to show either transfer of funds to contingency or the commitment of more money. It’s the only way of following RD’s accounting guidelines for WEP projects. Council Member Darwin Miller second the motion. Motion carried 3-0 Resident Frank Zussman came to discuss the trash company. The Council told Frank that the town doesn’t have control of the company. We are looking at the money aspect of the company. He was told that WM was wanting to charge $19.00 a household. If you have two totes you will be charged double. They voted on somethings that should have waited until the first meeting in Jan. He went on to ask why the yearly business was done at the last Meeting of the month. He was told it was because Council President Cameron Emond was going to be gone. Council Member Michael Johson said that he felt like it was wrong because him nor Council Member Rex Pearson was not in attendance. There were questions on the Jan minutes about the Pocket Park. Shawn Cain KIRCP representative explained what the grant allows. The pocket park can not be sold until Feb 14,2024. If we proceed with the sell, there will be federal repercussions. The Town would have to pay back over $30,000.00. Town Attorney Jacob Ahler advised that they not move forward. Minutes: Vice President Jerry Lietz ask Town Attorney Jacob Ahler if the minutes had to be approved at every meeting. Jacob said that it is good practice that they be but doesn’t have to be. He went on to mention that he worked with KIRPC from 2000-2022 and secured 11 grants for the town. The WCED has a grant that will help Annually $40,000.00 for matching grants. Worked with the Commissioners to get a $4,000,000.00 dollar grant for the wastewater project. For the past 11 years the town has given a donation of $3200.00. This year they received $2200.00. Feels like there is something that they are not doing right. Council Member Michael Johnson said that he encouraged Randy to come to the meeting to talk with the Council. Randy requested that they receive the additional amount of $1200.00. Council Member Jerry Lietz said that he feels they should get the money.
