Present: Cameron Emond, Jerry Lietz, Rex Pearson, Michael Johnson, Darwin Miller. Randy and Susan Sims,

Landon Cleefman, George Mathew, Janet Gross, Larry Clink, Janell Hoffstetter, Jared Baer, Bob Thomas and Pamela Bennett





Opened with the Pledge of Allegiance to the Flag



Approve minutes or memoranda of the following meetings: April 4,2023. Council Member Darwin Miller made the motion to approve the minutes. Council Member Rex Pearson seconded the motion. Motion carried 3-1 Council Member Michael Johnson abstained due to being absent at the last meeting.


Approve the Financials: March 2023. Council Member Darwin Miller made the motion to approve the financials for March 2023. Council member Michael Johnson second the motion. Motion carried 4-0


1. Department Heads reports:

Robert Thomas: Water/Street-The painting is finished at the wastewater plant and cabinets will be finished

On April 19th. There is a tile issue behind the wastewater plant. The broken tile has not been located yet.


Marshal Baer: Town Marshal-There are three candidates for Deputy Marshal. Town Council will be

Doing interviews this Friday, April 20th. The Marshal’s office is setting live traps for feral cats. They will

Be taken to the country and set free.


Lori Bussell: Park Board-No Report


Steve Young Sr: Ambulance Director- No Report


Kenneth Burns: Volunteer Fire Department-No Report


Sandy Miller- RWCDC: No report


Janell Hofstetter KIRPC- There have not been any meetings.


Michael J Johnson: WCEDC- Zoom meeting April 19, 2023. This is to decide whom will be taking

Randy Mitchell’s position. Randy is retiring.


Jerry Lietz: Area Plan Committee-There is a meeting April 20th about subdivisions and procedures.

There is a grant for forestry that Jerry would like for the town to look into.


Michelle Earney: Summer Festival Committee- No Report


Marilyn Maxwell: Main St Committee- Darwin Miller gave the report. The Easter Egg hunt was a success.

Arbor day is approaching. There will be an actor playing Johnny Appleseed. Books and apples will be

handed out to the students. Tea Party in May. Potheads are going to be put out soon. The islands have been

cleaned and gravel laid. Memorial Day service will be at 10:00.

Jacob Ahler: Town Attorney- No Report


Pamela Bennett: Clerk-Treasurer- Culligan will be delivering water and maintaining the water cooler.

This is a lot cheaper than buying bottled water.

Resolution 2023-4-18: Resolution to transfer money from Payroll to General. General has been paying all

The payroll for over a year. We now have the checks for the payroll checking account. We had to reimburse

the General account. The transfer is $250,000. Council Member Michael Johnson made the Motion to adopt

resolution 2023-4-18. Council Member Darwin Miller second the motion. Motion carried 4-0


Bake-Tilley: Hiring Todd Caldwell as a consultant. Council Member Darwin Miller made the motion to hire

Todd Caldwell as a consultant. Council Member Rex Pearson seconded the motion. Motion carried 4-0


Resident Janet Gross: There are dogs running around without a leash. What can be done about this issue?

Marshal Baer advised that we need a photo of the animals running around town. File a formal complaint

So he can take care of the issue.



Council Member Jerry Lietz: Asked when the state highway was going to start the work on the ADA

Compliance work. The town has heard nothing about a timeline.


Council Member Darwin Miller asked what could be done about the trees and shrubs being on the sidewalk.

Marshal Baer said that he could talk to the property owners. Then if they don’t comply, he can fine the property

Owner.

Darwin called INDOT and talked to a Lady named Sarah. Darwin is wanting a sidewalk out to Dollar General. The residents would be able drive their golf cart out to Dollar General to do their shopping. INDOT told him that it can be done. Darwin was told that the state highway would have to put in the sidewalk. Marshal Baer let it be known that the ordinance says that Golf Carts can not be on the highway or sidewalks. There was a lot of discussion about this issue.


Council Member Michael Johnson made the motion to adjourn. Council Member Rex Pearson second the motion. Motion carried 4-0
