    Council Meeting March 3, 2026 6:00 pm Present:          Council President: Betty Hoster, Council Vice President: Michael Johnson Council Members: Cameron Emond, Janet Gross, and Chris Dye Clerk Treasurer: Karie Holder, Deputy Clerk: Breanna Plantenga Town Marshal/Street Commissioner: Jared Baer Town Attorney: Jacob Ahler Other: Daryl Orns, Steve Young, Janell Hofstetter, Brian Furrer, and Chuck Watts.      Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance. The February 17, 2026 Council Meeting Minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council Member Cameron Emond second the motion. Motion carried 5-0. Jared Baer, Town Marshal/Street Commissioner, reported that Jeff Province has been working with the Alliance at the Wastewater Plant. Jared then notified the Council that the dump truck is currently broken, but is being fixed by Justin Bowman. Jared also reported that Deputy Jr Northcutt’s truck is still being repaired. Jared stated that Egglife’s 30-day testing results have come in, and they are not in compliance with IDEM or the Town of Wolcott. The town is in communication with IDEM about how to move forward. Steve Young, Ambulance Director, announced that he is trying to purchase a new CPR device for the Ambulance Department. Town Attorney, Jacob Ahler, notified the Council that he has been working on the jurisdiction for the two-mile buffer zone, west of town. Clerk Treasurer, Karie Holder, recommended that the Council have official town emails, for cybersecurity purposes. Karie will work on getting the emails set up for those that want it. Karie then presented the APV Register for approval. Council Vice President Michael Johnson made a motion to approve the APV register. Council Member Cameron Emond second the motion. Motion carried 5-0. Karie announced to the Council, that the town was denied for the stormwater grant, for the upcoming ditch project. The Council discussed reapplying for the grant. Council Member Cameron Emond made a motion to reapply for the second round of the grant. Council Member Janet Gross second the motion. Motion carried 5-0. A Public Hearing will be held for the grant, on March 24 th  at 6pm. Council Member, Janet Gross, gave a report on the latest Commissioners Meeting. Janet stated that she will be on the agenda for the next Commissioners meeting, to announce that she will be helping people get registered to vote, at the Wolcott Library throughout March. Janell Hofstetter, Mainstreet Committee, talked about some upcoming events. Janell reported that the dinner fundraiser and painting event went over well. Council Member, Cameron Emond, stated that he is in talks with the Windmill company about the possibility of getting a new emergency siren donated. The Council discussed applying for a Community Cares grant. After some discussion, the Council decided that they would like to use to funds to make the Town Hall ADA compliant. Council Member Cameron Emond made a motion to move forward with applying for the grant. Council Member Janet Gross second the motion. Motion carried 5-0. Deputy Clerk, Breanna Plantenga, asked the Council to consider waiving the sewage charge for a resident in town with a big water leak. After some discussion, the Council decided to not make a decision until the next reading. The Council discussed having a Spring Cleanup this year. After much discussion, Council Member Cameron Emond made a motion to rent a 40-yard dumpster on May 9 th  from 8am – 12pm. Council Vice President Michael Johnson second the motion. Motion carried 5-0. Brian Furrer approached the Council, asking to give their support on a variance request that he will be making. Council member Cameron Emond made a motion to approve the 12-foot setback request. Council Member Chris Dye second the motion. Motion carried 5-0. Brian then requested that the Council consider vacating the north half of an alley splitting his properties. Town Attorney Jacob Ahler notified the Council that they will need a Resolution to vacate an existing alley. Council Vice President Michael Johnson made a motion for Jacob to write up a Resolution, vacating the alley between lot two and three, on Anderson Street. Council member Cameron Emond second the motion. Motion carried 5-0. Lastly, Brian told the Council that he is currently working with a construction manager on the downtown buildings. Absent:           Council Vice President: Michael Johnson, Town Attorney: Jacon Ahler   Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance. The February 3, 2026 Council Meeting Minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Council Member Cameron Emond second the motion. Motion carried 4-0. Jared Baer, Marshal/Street Commissioner, announced that the hole in the street from the water main break, has been filled. Jared notified the Council that Deputy JR Northcutt’s truck is broken down, once again. The truck is currently being looked at. Clerk Treasurer Karie Holder presented the APV Register for approval. Council member Cameron Emond made a motion to approve the APV Register. Council Member Janet Gross second the motion. Motion carried 4-0. Karie then presented the January Financial Review for approval. Council member Cameron Emond made a motion to approve the Financial Review. Council member Janet Gross second the motion. Motion carried 4-0. The Council discussed an email received from Town Attorney Jacob Ahler, regarding a two-mile buffer zone west of town. Council Member Chris Dye stated that he would like to see a two-mile buffer zone on all sides of town. After some discussion, it was decided to focus on the buffer zone for the west side of town currently, and revisit the other sides of town later. Council member Chris Dye made a motion for Jacob Ahler to proceed with establishing a jurisdiction two miles west of town, and to file it with White County. Council Member Janet Gross second the motion. Motion carried 4-0. Ken Smith, Town Engineer, notified the Council that the Community Foundation Grant for community improvement, is out for application. Jared Baer, Marshal/Street Commissioner, presented a quote from Randy Devault for gravel to improve town allies. The quote was $1,034 per block. Jared will make a list of allies that are top priority. Council Member Janet Gross announced that she attended a Commissioners Meeting and learned more about a project at 231 and I-65. Janet then volunteered to attend County Council Meetings for the town. Meeting adjourned.

Nominations for Council president and Vice president were brought up for discussion. Council member Janet Gross made a motion to nominate Betty Hoster as Council President. Council member Chris Dye second the motion. Betty accepted the nomination, motion carried 5-0. Council president Betty Hoster made a motion to nominate Michael Johnson as Council vice President. Council member Cameron Emond second the motion. Motion carried 5-0. The News & Review and the Herald Journal were presented for approval as the Town’s primary newspaper. Council Member Cameron Emond made a motion to approve the News & Review and the Herald Journal as the primary newspapers. Council Member Janet Gross second the motion. Motion carried 5-0. The Bank of Wolcott was presented for approval as the Town’s primary depository. Council Member Janet Gross made a motion to approve the Bank of Wolcott as the primary depository. The IACT, ILMCT, IIMC, Indiana Rural Water Alliance, American Water Works Association, and AIM Legal Counsel memberships were presented for approval. The Council each signed their Compliance with Municipal Nepotism Policy. The 2026 contract for janitorial services, done by Patty Stortz, was presented. Jared Baer announced that Wastewater Superintendent, Jeff Province, is back at work after a couple weeks off. Jared stated that Justin Bowman filled in for Jeff while he was gone, and did a great job. Egglife has started their 30-day wastewater testing for IDEM. Jared then notified the Council that Deputy JR Northcutt’s truck is currently having repairs done. Kenneth Burns, Fire Chief, announced that Santa did not go over as well this year, compared to last year. Kenny then told the Council that the surrounding Township Trustees are looking at putting warning sirens out in the county, for county residents. Clerk treasurer Karie Holder stated that she has been working with consultant, Treeva Sarles, on 2025 Year-End reports. Town Marshal Jared Baer reported that he has placed three cameras up around town for crime deterrent. Jared still has three more cameras to put up. Resident, Steve Boyd, is requesting that the alley by his house be closed. Town Attorney Jacob Ahler, stated that the Town would have to vacate the alley with the county. After some discussion, Council President Betty Hoster told Steve to get a survey done to establish property lines. After the survey is done, the Council will move forward how they see fit. White County Amendment A86 was brought up for discussion. Town Attorney Jacob Ahler, spoke with the White County attorney. Jacob then explained that if the Council does not pass the amendment, as written, then the town would resort back to the previous standing ordinance. The previous ordinance has less restrictions, than the amendment being presented. After much discussion, Council member Chris Dye made a motion to approve Amendment A86 as written. Council Vice President Michael Johnson second the motion. Motion carried 3-2, Council Members Cameron Emond and Janet Gross opposed. Resolution 2026-0106 to encumber budget appropriations from 2025-2026, was presented for approval. Council Vice President Michael Johnson made a motion to approve Resolution 2026-0106. Council Member Cameron Emond second the motion. Motion carried 5-0. Organization donations were presented for consideration - WCED: Council Member Cameron Emond made a motion to not donate anything to White County Economic Development. Council Member Chris Dye second the motion. Motion carried 4-1. Council Vice President Michael Johnson opposed. Wolcott Mainstreet: Council President Betty Hoster asked Janell Hofstetter what the Mainstreet plans on spending their donation on this year. Janell gave a brief report on some of their plans for this year, as well as projects that they have done in the past. Council Vice President Michael Johnson made a motion to donate $3000 to the Wolcott Mainstreet. Council Member Cameron Emond second the motion. Motion carried 4-0, Council Member Janet Gross abstained, as she is a member of the committee. Wolcott Summer Festival Committee: Council Vice President Michael Johnson made a motion to donate $3000 to the Wolcott Summer Festival Committee. Council member Cameron Emond second the motion. Motion carried 5-0. Remington Wolcott Community Development Committee: Council Member Cameron Emond made a motion to donate $3000 to the RWCDC. Council Member Janet Gross second the motion. Motion carried 4-0, Council Vice President Michael Johnson abstained, as he is a member of the committee. Wolcott Psi Iota Xi Sorority: Council member Michael Johnson made a motion to donate $3000 to the Wolcott Psi Iota Xi Sorority. Council member Cameron Emond second the motion. Motion carried 5-0. The 2026 Council Meeting dates were presented for approval. Council Vice President Michael Johnson made a motion to approve the dates as the first and third Tuesday of every month, with the second meeting being strictly for financials. Council Member Cameron Emond second the motion. Motion carried 5-0. Chuck Watts, from the Wolcott Country & Gospel Music Series Committee, approached the Council to ask for a donation to his organization. Michael Johnson recommended a $250 donation, since that is what the Council gave to the Rockin’ Revival committee. Council Member Chris Dye made a motion to donated $250 to the Wolcott Country & Gospel Music Series. Council Member Cameron Emond second the motion. Motion carried 3-0, Council Vice President Michael Johnson and Council Member Janet Gross abstained due to being on the committee. Council member Cameron Emond asked Town Attorney, Jacob Ahler, if there would be a way to annex west of town, without increasing the property taxes for A1 land owners. Jacob will look into the details and will report back to the Council. Meeting adjourned.

Motion carried 4-0. Town Marshal/Street Commissioner, Jared Baer, announced that there was a water main break, as well as issues at the water plant. Mike Hill, White County Emergency Management Director, has reached out to Jared asking the town to send any costs that have been accrued due to the cold weather. Jared also notified the Council that Deputy JR Northcutt’s truck is broken again.  Clerk Treasurer Karie Holder presented the APV Register for approval. Council Member Cameron Emond made a motion to approve the APV Register. Council Member Janet Gross second the motion. Motion carried 4-0. Karie then announced that the Town of Wolcott is undergoing a state audit. After looking at the town books, the State Board of Accounts has deemed the Town un-auditable, due to the previous administration. Karie will be working with consultant, Treeva Sarles, to get the books in order. State Board of Accounts will check in every 30 days to ensure progress has been made. Betty Hoster gave an Area Plan update. Patty Stortz, Mainstreet Committee, announced that there will be a free will donation Chicken Noodle fundraiser dinner at the Café, on February 15 th  11am – 2pm. Patty also stated that the Mainstreet has handed out some more Warm Welcome Baskets to new homeowners. Steve Young, Ambulance Director, announced that house numbers need to be put on houses in town, and sidewalks need to be clear from snow, in case of an emergency. Kenneith Burns, Fire Chief, notified that Council that there was a frozen line at the station, that has since been repaired. Ken Smith, town engineer, stated that he has been working closely with Jared and Justin on making adjustments at the water plant, that were needed from the most recent inspection. Jacob Ahler, Town Attorney, has been in contact with White County about the possibility of annexing land west of town. Council Member Cameron Emond stated that he wants Jacob to see if there is any way to annex, without raising taxes for A1 property owners. Discussion ensued. Council Member Cameron Emond made a motion for Jacob to proceed with annex discussions, without increasing taxes for A1 land owners. Council Member Janet Gross second the motion. Motion carried 4-0. Discussion over a requested donation to the Wolcott Summer Country & Gospel Music Series was brought up. Council Member Chris Dye made a motion to donate $1,250, in addition to the previous $250 donated on January 6, 2026, with the total donation being $1500. Council Member Cameron Emond second the motion. Motion carried 3-0, Council Member Janet Gross abstained. Bids for the 2026 Community Crossing Grant were read. Town and County bid $225,575.00 for the total project. Central Paving bid $249,572.50 for the total project. D & C Paving bid $257,975.00 for the total project. American Paving bid $290,172.50 for the total project. The Council discussed not being satisfied with Town and Country’s work in the last few years. After much discussion, Council Member Cameron Emond made a motion to accept Town and Country’s bid, contingent on the company agreeing to repair mistakes on Scott St, South St, and Second St. Council Member Christ Dye second the motion. Motion carried 4-0. The Council acknowledged and thanked all of those that helped with the water main leak and water plant issues. Meeting adjourned.

The January 6, 2026 Council Meeting Minutes were presented for approval. Council Member Cameron Emond made a motion to approve the minutes. Council Member Janet Gross second the motion. Motion carried 5-0. Town Marshal/Street Commissioner, Jared Baer, notified the Council that the Water Plant inspection went well. Justin Bowman is currently working toward getting his water license. Jared also notified the Council that the Community Crossing Grant bids will be given on Thursday at 10am. Clerk Treasurer Karie Holder presented the APV Register for approval. Motion carried 5-0. Town Marshal/Street Commissioner, Jared Baer, announced that he has been in contact with someone about graveling town alleys, once the weather warms up. Brian Furrer notified the Council that he is planning on building new homes, on the lots that he owns, on the South West side of town. Brian stated that he will be making a variance request with the county, and asked the Council for their support. Council Member Cameron Emond made a motion to approve a variance of 40 feet from the road. Council Vice President Michael Johnson second the motion. Brian then requested that the Council consider vacating an alley between two of his empty lots. Surveys have been done on the lots, and there are no utilities on his half of the alley. The Council discussed that they will need to make an ordinance to vacate the alley and speak with emergency services, to make sure there are no issues. Brian then notified the Council of some other plans that he has in store for Wolcott. Chuck Watts, Wolcott Summer Country & Gospel Music Series, asked the Council to consider donating $3,000 to his event, opposed to the $250 donation that was approved at the previous meeting. Chuck explained how much it has cost to prepare for the event. After some discussion, Council Vice President Michael Johnson made a motion to table the issue, until Clerk Treasurer Karie Holder can look at how much money the town has budgeted to donate. Council member Janet Gross second the motion. Motion carried 3-0, Michael Johnson and Janet Gross abstained from the vote. Kenneth Burns, Fire Chief, presented a quote to place emergency sirens in the county. The quote was from Darley Fire Equipment for $22,646.12. Council President Betty Hoster stated that Ken Smith, town engineer, will be dropping off more information about the siren project, the following day. Meeting adjourned.

Town Marshal/Street Commissioner Jared Baer announced for wastewater that we had to order a new lift station pump for Burke Street also Egglife will start testing on January 5 through the end of the month to determine pretreatment requirements. Jared announced for water that everything is going good and Justin has been studying to take his test for water certification. Jared also discussed with the council that a couple of employees have sick time left that they have not been able to use, he asked for approval for these hours to be rolled over to 2026. Council Vice President Betty Hoster made a motion to allow employees with sick time remaining to be rolled over to 2026, Council member Mike Johnson second the motion. Motion carried 5-0. Jared reported for the police department that the Deputy Marshals patrol truck is having some engine issues and he is currently working on trying to see if it is covered under warranty.        Ambulance Director Steve Young had nothing to report. Kenneth Burns, Fire Chief, announced that he got all the hydrant markers on with Justins help.    Town Engineer, Ken Smith, announced that bids will be read for the CCMG on January 6, 2026.     Public Hearing/Council Meeting December 3, 2025 6:00 pm Present:          Council President: Cameron Emond, Council Vice President: Betty Hoster Council Members: Michael Johnson, Janet Gross, and Chris Dye Clerk Treasurer: Karie Holder, Deputy Clerk: Breanna Plantenga Town Marshal/Street Commissioner: Jared Baer Town Attorney: Jacob Ahler Other: Steve Young, Kenneth Burns, Carey Jordan, Pam Jordan, Chuck Watts, Bart Snyder, Amy Snyder, Mindy Emond, Brad Ward, and Sandy Miller.              Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance. There was a Public Hearing held to discuss the grant application for the upcoming ditch project. The grant application will be submitted on December 19 th . The grant will be awarded in February, if accepted. White County will be providing the matching portion of the grant. Council President Cameron Emond closed the Public Hearing and opened the regular Council meeting. The November 18, 2025 Council Meeting minutes were presented for approval. Council member Janet gross made a motion to approve the minutes. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Town Marshal/Street Commissioner announced that some of the town employees will be attending a meeting with Egglife on Friday at 3pm, to discuss ongoing issues at the Wastewater Plant. Council Member Janet Gross asked Jared if there is anything that the Police Department can do about dogs running loose around town. Jared explained that the town has nowhere to house the animals. Therefore, they must call White County Animal Control to come collect the dog. Ambulance Director Steve Young asked that everyone keep their sidewalks clear of snow, for emergencies. Kenneth Burns, Fire Chief, announced that Santa will be at the fire station again this year. The fire department will also be marking fire hydrants with flags, so that they can be seen in the snow. Town Attorney, Jacob Ahler, presented his 2026 contract and retainer. The Council will vote on this contract, at the next meeting. Clerk Treasurer Karie Holder presented the APV Register for approval. Council Member Michael Johnson made a motion to approve the APV Register. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Sandy Miller, RWCDC, announced that she is currently helping the Wolcott Mainstreet with their annual reports. The Senior Café is continuing to go well. Town Marshal, Jared Baer, announced to the Council that he has purchased six cameras to place around town. These cameras are intended to be used as a crime deterrent.   Council President Cameron Emond announced that the Town of Wolcott was awarded a Community Crossing Grant for 2026. Amendment A86, to place restrictions on industries moving into the Commerce Park, was presented for discussion after being tabled at the last meeting. The Council was not satisfied with the current A86 amendment, so the Council discussed some amendments that they would like to see made to the ordinance. Much discussion ensued. Council Member Michael Johnson made a motion to approve the amendments discussed, to send to White County. Council Vice President Betty Hoster second the motion. Motion carried 4-1 Council member Janet Gross opposed. The Council discussed making a town ordinance, establishing a two-mile buffer zone. Town Attorney Jacob Ahler offered to write up an ordinance, if the Council wishes to go through with this idea. Council Member Janet Gross made a motion to have Jacob write up an ordinance establishing a two-mile buffer. After much discussion, Council Vice President Betty Hoster second the motion. Motion carried 5-0. The Council was asked to appoint a White County Area Plan representative for 2026. Council member Michael Johsnon made a motion to appoint Betty Hoster as the 2026 Area Plan Representative. Betty accepted. Council Member Janet Gross second the motion. Motion carried 5-0. Resident, Pam Jordan, presented the Council with a letter regarding noise issues with a neighbor. Pam requested that the neighbor be given a ticket. Town Marshal, Jared Baer explained that he can’t give someone a ticket for an act that has not been witnessed by him, or others. Discussion ensued. Meeting adjourned.

Absent:            Clerk Treasurer: Karie Holder, Town Attorney: Jacob Ahler   Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance. Jared Baer reported that the stormwater drain, at the corner of Homer Ln and E North St, has been cleaned out. Vince, Justin, and Jared all put the Christmas decorations up on the highway, this year. Jared stated that Deputy JR Northcutt will be getting his trucked fixed under warrant. Jared then notified the Council that he will be buying two cameras for crime prevention in town. Jenilynne Kyburz, Area Plan, presented Ordinance A85 Amendment regarding electronic signs, for approval. Council Member Michael Johnson made a motion to approve Ordinance Amendment A85. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Jenilynne Kyburz then presented Ordinance Amendment A86, regarding data center restrictions, for approval. Council Member Janet Gross made a motion to table, to gather more information. After much discussion, and many questions, Council Member Chris Dye second the motion to table. Motion carried 5-0. The November 4, 2025 Council Meeting Minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Council Member Betty Hoster second the motion. The APV Register and Financial Review were presented for approval. Council Member Michael Johnson made a motion to approve the APV register and Financial Review. Council Member Janet Gross second the motion. Motion carried 5-0. Ordinance 2025-1104 for an Ambulance Rate increase, was given it’s second reading and presented for approval. Council member Michal Johnson made a motion to approve the ordinance. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Pam Jordan, Wolcott resident, provided a letter to the Council expressing concerns regarding some of her neighbors. Pam requested that the Council consider making an ordinance that will hold homeowners responsible for the actions/violation tickets of their tenants. After much discussion, the Council stated that they would talk to Jared Baer to figure out how to remedy the situation. Meeting adjourned.

The October 21, 2025 Council Meeting minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Council member Michael Johnson second the motion. Motion carried 5-0. Jared Baer gave the utility reports. Jared presented three quotes, from BL Anderson, to replace the Missions Board for the Wastewater Department. The first quote was $2,440.00 for a basic replacement with no upgrades. The second quote was $3,510.00 for an upgraded replacement, with no enclosure. The third quote was for $3,710.00 for an upgraded replacement, including an enclosure. After some discussion, Council member Michael Johsnon made a motion to accept the third bid for $3,710.00. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Jared then presented the Council with two quotes to service all four generators, for the Town. The first quote was for $3240.00, not including parts, from Houston Generators. The second quote was for $6,815.00, including parts, from WW Williams. After much discussion, Council Vice President Betty Hoster made a motion to accept the bid from WW Williams. Council Member Michael Johnson second the motion. Motion carried 5-0. Jared then notified the Council that Vince Hall, and himself, have cleaned up and uncovered the sidewalk on East Scott Street. Residents, Donita and Travis Colebaugh, requested permission from the Council, to construct a second driveway on their property, and connect is to West South Street. Jared Baer read an ordinance to the Council, with the requirements that the residents have to follow. Council Member Michael Johnson made a motion to grant the Colebaugh’s permission to construct their driveway. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Town Marshal Jared Baer reported that Kilo will be going to training the week of Thanksgiving. This will be Kilo’s first training session, since his surgery in September. Clerk Treasurer, Karie Holder, presented the APV Register to the Council for approval. Council Member Michael Johnson made a motion to approve the APV register. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Sandy Miller, RWCDC, reported that they received a grant to help fund the Senior Café. Janet Gross gave her KIRPC report, from their latest meeting. Betty Hoster, Area Plan representative, reported that the Taskforce will be taking an ordinance to the Area Plan Commission, with requirements for a data center to follow. Janell Hofstetter, Mainstreet Committee, reported that their Halloween Party went well. The Mainstreet will be having a Holiday Market on December 6 th  at the Intermediate School. The Council reported that the Halloween event at the Town Hall, and Trick or Treat went well this year. Karie Holder, Wolcott Sorority, reported that they will be making cheeseballs this month, and will be starting Angel Tree soon. The Veteran’s Day Program will be on November 11 th at 10am, located at the Wolcott House. Ordinance 2025-1104 for an Ambulance Rate Increase, was given its first reading. Resident, Pam Jordan, asked Betty Hoster to explain some of the requirements that the Taskforce is presenting to the Area Plan Commission. Meeting adjourned.

  • Leaf Pickup

    Leaf pickup starts on November 1st and ends April 1st. Leaves are to be picked up by the town employees every Monday, weather permitting. We ask that residents place the leaves in rows, along the edge of the street, for easy pickup. Thank you!
