Absent:            Town Attorney: Jacob Ahler   Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance. The October 7, 2025 Council Meeting minutes, October 1, 2025 Executive Meeting minutes, October 6, 2025 Executive Meeting minutes, and October 17, 2025 Executive Meeting minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Town Marshal/Street Commissioner, Jared Baer, reported that he took a tour of the Wastewater Plant and has a few safety concerns. Jared also reported that the water plant and town hall have all been re-keyed. Kilo is continuing to heal from his surgery, and will be getting back to training soon. Betty Hoster, Area Plan representative, announced that the White County Commissioners approved for a fence to be placed around the White County recycling bin, in Wolcott. Jared Baer told the Council that Demotte Carpet will be coming to give an estimate on replacing the carpet in the Town Hall and Police Department. Steve Young, Ambulance Director, requested that the Council consider raising the base rate of their Ambulance charges by $200. After some discussion, the Council decided to raise the base rate charge to $650 and the milage to $13.86. Clerk Treasurer Karie Holder will make an ordinance with these changes for the next meeting. Steve also notified the Council that he is looking for some grants to help purchase a powered CPR machine. Kenneth Burns, fire chief, announced that the White County burn ban has been lifted. The fire department has finished up Fire Prevention Week at the schools. Council President Cameron Emond shared an email that was sent by Ken Smith, with street prices for thew next round of the Community Crossing Grant. Sandy Miller, Remington Wolcott Community Development Committee, stated that the Senior Cafe is going well. The Senior Café takes place on the third Wednesday of every month. Clerk Treasurer Karie Holder presented the Council with the APV Register for approval. Council member Michael Johnson made a motion to approve the APV register. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Karie then presented the Council with an estimate from WW Williams to service our generators for $5380.00. WW Williams has also requested that the town consider signing a two-year contract with their company to service our generators for the next two years. After much discussion, the Council decided against signing a two-year contract. Council Vice President Betty Hoster made a motion to accept the estimate from WW Williams to service the generators in 2025. Council President Cameron Emond announced that he would like to continue working on getting the alleys in town graveled. Town Marsh al Jared Bared notified the Council that the generator still has not sold. Ordinance 2025-1021 for the Street Commissioner position was presented for approval. Council member Michael Johnson made a motion to approve the ordinance. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Salary Ordinance Amendment 2025-1021B was presented for approval. Council Vice President Betty Hoster made a motion to approve the ordinance amendment. Council member Chris Dye second the motion. Motion carried 5-0. Transfer Resolution 2025-1021C was presented for approval. Council member Michael Johnson made a motion to approve the resolution. Council Member Janet Gross second the motion. Motion carried 5-0. Jared Baer announced that there will be a Wastewater meeting with IDEM and Egglife regarding issues with Egglife’s quality of waste that they are sending to the Town’s Wastewater Plant. Jared stated that he would try to get ahold of Town Attorney Jacon Ahler, to request his presence at the meeting. Meeting adjourned.

Edwin Buswell, KIRPC, spoke about an upcoming project grant, to redo the ditch in town. The grant must be submitted by October 24 th , and the awards will be announced in February. Town Marshal, Jared Baer, announced that they will be starting Operation Pull over. Jared also stated that White Ciounty is placing gravel on their property, to put the recycle bin on. Motion carried 4-0. Michael Johnson, White County Economic Development, stated that leads for the Commerce Park have dwindled, since there is talk of a possible data center going in. Marilyn Young, Mainstreet Committee, announced that they will be having a Halloween Party, located at the bank for Trick or Treat. Marilyn also shared that the Mainstreet Committee filled a bus for the backpack program. The Wolcott Sorority will be making their cheeseballs in November, and will have Angel Tree in December. Richard Hines, White County Soil and Water District, is working on bringing the Tree City project to Wolcott. The White County Soil and Water District will pay for the first three years, to help bring more trees into town. Richard presented a Memorandum to approve the Tree City USA project. Council Member Michael Johnson made a motion to approve the memorandum. Council Vice President Betty Hoster second the motion. Motion carried 4-0. The Council discussed hiring Marshal Jared Baer as a part time Street Commissioner. Council Member Michael Johnson made a motion to appoint Jared as the Street Commissioner. Council Vice President Betty Hoster second the motion. Motion carried 4-0. There is a vacant Council Member seat that needs filled. The Council interviewed those who sent in letters of interest. Council Vice President Betty Hoster made a motion to appoint Chris Dye to the vacant Council seat. Council Member Michael Johnson second the motion. Motion carried 3-1 Council Member Janet Gross opposed. Jeff Province, Wastewater Superintendent, announced that he will be having a meeting with IDEM and Egglife, regarding issues with Egglife’s sewage. Absent:            Town Attorney: Jacob Ahler   Council President Cameron Emond opened the Public Hearing with the Pledge of Allegiance. The 2026 proposed budget was presented to the Council for their consideration. The Public Hearing was closed and the Council Meeting was opened. The September 2, 2025 Council Meeting minutes were presented for approval. Council Member Janet Gross made a motion to approve the Council Meeting Minutes. Council Member Michael Johnson second the motion. Motion carried 4-0. Wastewater Superintendent Jeff Province, reported that the Wastewater Plant is not running very well. Jeff presented an estimate to replace a touch screen panel in the plant.  The estimate was from Trojan UV for $7,064.75. Council Member Michael Johnson made a motion to approve the estimate provided by Trojan UV. Council Vice President Betty Hoster second the motion. Motion carried 4-0. Water Superintendent Justin Bowman, told the Council that the software at the water plant is out of date and needs updated. The estimate that Justin provided the Council was from Toric Engineering for $2,788.00. Council Vice President Michael Johnson made a motion to accept the estimate from Toric Engineering. Council Vice President Betty Hoster second the motion. Motion carried 4-0. Town Marshal, Jared Baer, announced that the old Wolcott Ambulance has sold. Jared also stated that the generator received no bids, and recommended relisting it with a lower price. After some brief discussion, Council Vice President Betty Hoster made a motion to relist the generator on Gov Deals with a minimum bid of $15,000. Council Member Michael Johnson second the motion. Motion carried 4-0. Jared then notified the Council that Kilo’s surgery went well and that he is recovering. Ken Smith, town engineer, shared with the Council that Jeff Province is doing great as the Wastewater Superintendent, considering all of the problems that he has faced at the plant. Ken also said that he believes that Egglife should put in their own treatment plant, considering that they are not in compliance with IDEM regulations. Council president Cameron Emond recognized Council Member Darwin Miller, who passed away, for his service on the Wolcott Town Council. Cameron then announced that the Town has a vacant Council seat, and they have 30 days to fill the position. The Council will be accepting letters of interest for the position. Deon Miller submitted a letter to the Council, asking for their permission to put a driveway off of Carolina Ave. Council Vice President Betty Hoster made a motion to approve Deon’s request. Council Member Janet Gross second the motion. Motion carried 4-0. Bart Snyder asked the Council if they would consider amending the windmill/infrastructure ordinance, to require them to be two miles from town limits. Bart also requested that the Council consider amending the county height restriction. Council President Cameron Emond called an Executive meeting to discuss letters of interest for the Council Member position, on October 1, 2025 at 6pm. Deputy Clerk, Breanna Plantenga, reported to the Council that resident, Chasity Sallee, has helped 30 stray cats in Wolcott be fixed. Chasity is still working on getting more cats taken care of, in town. Meeting adjourned.

The August 19, 2025 Council Meeting and August 27, 2025 Budget Workshop minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Wastewater Superintendent, Jeff Province, notified the Council that the phosphorus testing at the Wastewater Plant is two times over the legal limit. Water Superintendent Justin Bowman presented a quote from BL Anderson to install a second Chlorine Pump. Council member Michael Johnson made a motion to accept the quote from BL Anderson. Council Vice President Betty Hoster second the motion. Motion carried 4-0. Town Marshal Jared Baer announced that Kilo is scheduled for his shoulder surgery. Jared also notified the Council that the generator and ambulance have been posted on Gov Deals for bid. Ken Smith stated that there will be changes made to the Community Crossing Grant reports next year. The deadline for the Community Crossing Grant is due on October 5 th . Clerk treasurer Karie Holder presented the Council with the APV Register. Council member Michael Johnson made amotion to approve the APV register. Council Vice President Betty Hoster second the motion. Motion carried 4-0. The date of Trick or Treat was discussed. The Council was given a letter requesting a donation for the 2025 Rockin’ Revival, by the local churches. Council Vice President Betty Hoster made a motion to donate $250 to the Rockin’ Revival. Council Member Janet Gross second the motion. Motion carried 4-0. Council President Cameron Emond is in talks with Richard Hines about making Wolcott a “Tree City.” Richard will be coming to the October 7 th  meeting to discuss further details. Janet Gross announced that there are data center signs available for those who want them. Fire Chief, Kenneth Burns, announced that the fire investigation on South Street has been turned over to the State Fire Marshal. Meeting adjourned.

    Budget Workshop August 27, 2025 6:00 pm Present:          Council President: Cameron Emond, Council Vice President: Betty Hoster Council Members: Michael Johnson, and Janet Gross Deputy Clerk: Breanna Plantenga Other: Steve Young, Treeva Sarles Absent:            Council Member: Darwin Miller, Town Attorney: Jacob Ahler   Council President Cameron Emond opened the Budget Workshop with the Pledge of Allegiance. Treeva Sarles announced that training with Clerk Treasurer, Karie Holder, is going great. They are both working on getting the books straightened out, from previous years. Treeva made a recommendation to the Council, to close the General Hifi and Water Hifi accounts, and combine them with the regular checking accounts. The General and Water checking accounts are already hifi accounts, so there is no need to have a separate General and Water Hifi account. Council Member Michael Johnson made a motion to close the general hifi (391) and water hifi (839) accounts, and transfer the funds to the appropriate general (398) and water (401) checking accounts. Council Vice President Betty Hoster second the motion. Motion carried 4-0. Treeva notified the Council that money will be cut from the budget due to property tax cuts in Indiana. Treeva presented the proposed budget to the Council. The Council discussed the proposed budget. Treeva expressed concern over the Town spending more out of the Wastewater account, than what is being brought in. She then suggested the possibility of looking at raising sewage rates. September 16, 2025 will be the Public Hearing for the 2026 budget. October 7, 2025 will be the 2026 budget adoption. Meeting adjourned.

Absent:            Council Members: Darwin Miller, Michael Johnson, Town Attorney: Jacob Ahler   Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance. The August 5, 2024 Council Minutes were presented for approval. Council Vice President Betty Hoster made a motion to approve the minutes. Council member Janet Gross second the motion. Motion carried 3-0. Wastewater Superintendent Jeff Province announced that he has been having some issues at the Wastewater Plant. Water Superintendent Justin Bowman notified the Council that there is a hole in the fuel line on the town truck. The truck is currently being repaired. Council President Cameron Emond shared that K9 Kilo is in need of a shoulder surgery. Marshal Jared Baer will be raising funds to help pay for the surgery. Deputy Clerk Breanna Plantenga presented the APV Register and July Financials for approval. Council Vice President Betty Hoster made a motion to approve the APV register and Financials. Council Member Janet Gross second the motion. Motion carried 3-0. Breanna asked the Council if they had a preferred method of selling the Ambulance. After some discussion, it was decided to place the Ambulance advertisement on Gov Deals, as well as the newspaper. Resolution 2025-0715 for a Purchasing Policy was given it’s final reading and presented for approval. Council Vice President Betty Hoster made a motion to approve Resolution 2025-0715. Council Member Janet Gross second the motion. Motion carried 3-0. Janet Gross reported that the Mainstreet Committee will be donating at least $500 to the Park to provide electricity to the pavilion. Council member Darwin Miller made a motion to approve Amendment #A84. Council member Michael Johnson second the motion. Motion carried 5-0. Wastewater Superintendent Jeff Province reported that IDEM has requested some changes to be made to the Sewage Pre Treatment Ordinance. Town Marshal Jared Baer notified the Council that he has made contact with the Railroad company, and their property on Market Street will be getting cleaned up. Jared also stated that INDOT will not be putting a flashing school zone sign on the south side of town. Jared requested that the alleys in town be maintained, by placing new gravel in them. Ambulance Director Steve Young announced that the new ambulance is now running. Steve also wanted to discuss selling the old ambulance. After some discussion, Council Member Darwin Miller made a motion to sell the old ambulance with a minimum bid of $50,000. Council Member Janet Gross second the motion. Motion carried 5-0. Motion carried 5-0. Karie notified the Council that there will be a Budget Workshop on August 27 th  at 6pm with Treeva Sarles. Karie also announced that the Clerk treasure’s Office will be closed from August 11 th  - 14 th due to the annual ILMCT Conference. Betty Hoster, White County Area Plan representative, announced that there is a new environmental director at Area Pan. Janet Gross, Mainstreet Committee, stated that a few members of the Mainstreet Committee assisted the Summer Concert Committee at their fundraiser dinner. Resolution 2025-0715 Purchasing Policy was given its second reading. Bart Snyder expressed concern to local residents, and the town council, about the possibility of a data center being built outside of town in the MAC Park. Bart announced that there will be an informational meeting about the potential risks, on August 8 th  located at the Reynolds Town Hall. Bart also encouraged everyone to attend the August 11 th Area Plan Commission meeting to express their concern. Meeting adjourned.

Motion carried 4-0. Wastewater Superintendent, Jeff Province, announced that his IDEM Inspector visited the plant. Jeff presented a new quote for $5,290.00 to run a new water line to the Polymer Room at the Wastewater Plant. Council member Michael Johnson made a motion to accept the quote. Council Member Darwin Miller second the motion. Motion carried 4-0. Fire Chief, Kenneth Burns, notified the Council that the fire department has purchased new fire gear. Clerk Treasurer Karie Holder presented the APV Register for approval. Council Member Michael Johnson made a motion to approve the APV Register. Council member Janet Gross second the motion. Motion carried 4-0. Resolution 2025-0715, regarding a purchasing policy, was given its first reading, with discussion to follow. Wastewater Superintendent Jeff Province had to make some changes to the Sewage Pre Treatment Ordinance. He is waiting to hear back from IDEM on the changes made. A retirement reception will be held from 5-7pm at the Town Hall on July 30 th  for Bob Thomas. Meeting adjourned.

The June 17 th  Council Meeting Minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Council Vice President Betty Hoster second the motion. Motion carried 4-0, Council Member Darwin Miller was absent for this vote. Jeff Province, Wastewater Superintendent, announced that he is having some issues at the Wastewater Plant. Jeff is in talks with the IDEM inspector to resolve these issues. Jeff also stated that the quote for the waterline project at the Wastewater Plant will cost more than originally quoted. Justin Bowman, Water Superintendent, reported that he is keeping an eye on a possible leak on West Johnson Street. Jared Baer, Town Marshal, announced that he has reached out to the Railroad about cleaning up their property in town. Jared also notified the Council that the back windshield on one of the police trucks will be getting replaced. Steve Young, Ambulance Director, stated that he should be getting the new ambulance within the next week. Ordinance 2025-07-01 regarding a $100,000 loan from the Water checking account to the Wastewater checking account, was presented for approval. The July 1, 2025 financials and bank recs were presented for approval. Council member Michael Johnson made a motion to approve the financials and bank reconcilement. Council Member Janet Gross second the motion. Motion carried 5-0. Clerk Treasurer, Karie Holder, announced that the painting on the repaved streets is finished. Michael Johnson, White County Economic Development, announced that there will be some developmental activity happening around Wolcott soon. Michelle Earney, Wolcott Summer Festival Committee, announced that they are ready for the festival on July 4 th  and 5 th . Janet Gross, Mainstreet Committee, announced that the Bobby the Wonder Dog Festival went over well. The Wolcott Sorority got the flowers planted in the pots around town. The Council discussed paying the invoice for the new ambulance, since the contract states that the payment is to be given to the company when the ambulance leaves the manufacturer. Discussion was had over whether or not to pay the invoice, due to the fact that the town does not have the ambulance yet. Council Member Michael Johnson made a motion to pay the invoice, per the contract. Council Member Janet Gross second the motion. Motion carried 4-1, Council Member Darwin miller opposed. Town Marshal, Jared Baer, notified the Council that the school has officially taken over the School Resource Officer Program, as of July 1 st . Jared stated that SRO Aaron Page would like paid out for his Personal Days, since he was unable to use them before July 1 st . After some discussion, Council Member Michael Johnson made a motion to pay out Aaron Page for his unused personal days. Council Vice President Betty Hoster second the motion. Motion carried 5-0. Trash Bids were opened. Only one bid was submitted by OnPoint Waste. Council Vice President Betty Hoster made a motion to accepted the bid from OnPoint Waste. Council Member Michael Johnson second the motion. Motion carried 5-0. The Council received three quotes for a new Water License Operator: -          Besse Water Solutions: $2,700/month -          Donald Schuh: $2,300/month -          Standish Consulting: $3,000/month Council Member Darwin Miller made a motion to accept the bid from Donald Schuh. Council Member Michael Johnson second the motion. Motion carried 5-0. A resident expressed concern over Council Member Darwin Miller spraying chemicals around town. Town Marshal, Jared Baer, explained that he called the State Chemist’s office and found out that Darwin is allowed to spray weed killer in town, as long as he has permission from the property owners, as long as it’s not a chemical that he needs a license for. The Council announced that Robert Thomas has officially separated from the Town, after 26 years. The Council then discussed doing something for Robert to thank him for his service to the town. Changing the passcodes at the water and wastewater plant was brought up for discussion. Council Vice President Betty Hoster made a motion to not change the codes.
