Public Hearing for the 2025 budget was open. Treeva Sarles read the notice to taxpayers and ask if the public had any questions. Public Hearing was closed. Council Vice President Michael Johnson opened the Council Meeting. The September, 3 2024 Council Meeting Minutes were presented for approval. Council member Darwin Miller made a motion to approve the minutes. Council Member Betty Hoster second the motion. Motion carried 3-0. The September, 10 2024 Executive Meeting @ 6pm and The September, 10 2024 Executive Meeting @ 7pm Minutes were presented for approval. Council member Darwin Miller made a motion to approve the minutes. Council Member Betty Hoster second the motion. Motion carried 3-0. The Financials for August 2024 were presented for approval. Water Superintendent Robert Thomas reported that everything was going good at the Water and Wastewater Plant. Town Marshal Jared Baer had nothing to report for the Wolcott Police Department. Mainstreet Committee : There will be a Baked Steak Dinner coming up, on September 21st. Mainstreet will be serving hotdogs and water during trick-or-treat at the town hall. There will be a service on November, 11 for Veterans Day. There will be a Holiday Market on November, 16. Clerk Treasurer, Judy Thomas , reported there has been some complaints made about the trees Nipsco has been cutting down she stated that we have taken pictures and is trying to get Nipsco to resolve this issue. Judy Thomas and Breanna Plantenga attended classes on September 12th and 13th and learned a lot of new information. Judy reported that they had a meeting with the county about getting a grant to fix the ditch in town and stated that anyone with pictures of flooding would help with getting the grant. Bob Thomas reported that the county is going to be coming to clean the ditch from Burke St. out to the Waste Plant. Old Business: ARPA Funds it was discussed to use the remaining money in the ARPA Fund to pay towards the Towns matching portion of the Community Crossing Grant. Council member Darwin Miller made a motion to use the remaining ARPA Funds for the Community Crossings Grant. Council Member Betty Hoster second the motion. Motion carried 3-0. 2024 Salary Ordinance Amendment was presented for approval. Council Member Darwin Miller made a motion to approve the 2024 Salary Ordinance Amendment. Council Member Betty Hoster second the motion. Motion carried 3-0. Resident, Pam Jordan expressed concern over a resident having a business in a residential area and several ordinance violations. Marshal Baer said he has talked to the resident and addressed any issues that he was in violation for and this resident is currently not in violation of any ordinances. Marshal Baer advised that Pam call Area Plan with concerns over a business in a residential area. Janell Hofstetter reported that the Farmers Markets has done well for its first year and they would love to see more participation. The last one will be at the park on September, 28th. There are senior dollars ($5 to spend on the market) for anyone over 65. Senior Café will be September, 18 at 5:00 at the Wolcott Christian Church, the meal will be breakfast. Meeting adjourned. The August 20, 2024 Council Meeting Minutes were presented for approval. Council member Darwin Miller made a motion to approve the minutes. Council Member Betty Hoster second the motion. Motion carried 3-0. Water Superintendent Robert Thomas notified the Council of some issues going on at the Wastewater Plant. Town Marshal Jared Baer reported that the Wolcott Police Department has been providing coverage at the schools for the last couple weeks. The new School Resource Officer, Aaron Page, will be starting at the school this week. Jared also stated that he will be making a call to INDOT to have them fix a few things in town. Mainstreet Committee: The Mainstreet Committee has placed seasonal banners and blue lights, on the light poles, along the highway. There will be a Baked Steak Dinner coming up, on September 21st. Vice President Michael Johnson announced that there will be an Ice Cream Social at the Wolcott House on September 15th. Clerk Treasurer, Judy Thomas, reported that the park will be making some upcoming repairs. There will be a public hearing on September 17th at 6pm for the proposed budget. The Public Hearing for the budget adoption will be on October 1st at 6pm. Judy notified the Council that the matching portion for the Community Crossing Grant, was not put in the 2024 budge. Judy proposed that the Council vote to pay the matching portion of the grant should be paid by the remaining ARPA fund. After much discussion, Council Member Darwin Miller made a motion to table to issue. Council Vice President Michael Johnson second the motion. Motion carried 3-0. Town attorney Jacob Ahler notified the Council, that he has been working with property owner’s attorney, regarding a water leak. The Council discussed a date for the 2024 Trick or Treat. Council Member Darwin Miller made a motion to have Trick or Treat on Thursday, October 31st from 6pm – 8pm. Council Vice President Michael Johnson second the motion. Motion carried 3-0. The Town Hall and the Mainstreet Committee will be passing out hot dogs, candy, popcorn, etc, in front of the Police department on Halloween night. Resident, Pam Jordan expressed concern over possible utility/gas lines in a ditch in town. Robert Thomas said he would check in to the issue. Treeva Sarles, Clerk Treasurer of Otterbein, has been helping Judy Thomas with the 2025 budget. Treeva discussed concerns with the Council, regarding the Town’s fund accounts. The public hearing for the proposed budget, is on September 17th at 6pm. The Public Hearing for the budget approval is on October 1st at 6pm. The August 6th Council Meeting, Pre-Construction Meeting, and 7:30pm meeting was presented for approval. Council Vice President Michael Johnson made a motion to approve the meeting minutes. Council Member Darwin Miller second the motion. Motion carried 3-0. The July 2024 Financials were presented for approval. Council member Darwin Miller made a motion to approve the financials. Council Member betty Hoster second the motion. Motion carried 3-0. Water Superintendent Robert Thomas, reported that there was a new AC put in at the Wastewater Plant. Bob also reported that the INARI water and wastewater lines are hooked up. Mainstreet Committee: Banners will be placed on the light poles. Judy Thomas, Clerk Treasurer, announced that residents will be able to connect to SURF Internet, once the project is completely finished, in town. In the meantime, customers can pre-register. Council President, Cameron Emond announced that the street Paving in town will be starting soon. Director Kyburz, from White County Area Plan, approached the Council with some changes to a flood plane ordinance. Council Vice president Michael Johnson made a motion to adopt the amendment to the ordinance. Council Member Darwin Miller second the motion. Motion carried 3-0. Director Kyburz also shared some changes to the renewable energy ordinance, prohibiting them from being within two miles of town limits. After some discussion, Council Vice President Michael Johnson made a motion to table the issue. Council Member Darwin Miller second the motion. Motion carried 3-0. Monica Dyke, introduced herself to the Council, as the new Family Engagement Liaison, at Tri County Schools. Monica’s new position will allow her to help families in the community. Wastewater Superintendent Jeff Province announced that the UV issue at the plant is fixed. There is now an issue with the bagging system at the Wastewater Plant. Water Superintendent Robert Thomas announced that the Water Plant is running well. INDOT will be finished resurfacing the highway, this week. Janell Hofstetter reported that she attended a meeting with KIRPC. Michael Johnson gave a White County Economic Development update. Fire Chief Kenny Burns expressed concern over fire hazard issues, at the Sweetener Supply Company, in the Commerce Park. The Mainstreet Committee announced several upcoming events. Michael Johnson announced that there will be an Ice Cream Social on September 15th at the Wolcott House. Clerk Treasurer, Judy Thomas, brought forward some resident complaints to the Council. A bid, from Town & Country was received for a paving job around the fire station, and an approach to the compost bin. Paving around Fire Station: $30,455.00 Paving approach to compost bin: $13,854.00 A bid from Cowboy Excavating was received for a waterline project, for $189,978.35. After some discussion, Council Member Darwin Miller made a motion to repair the broken water line, until the Town is able to replace the waterline. Council Member Rex Pearson second the motion. Motion carried 4-0. Judy announced that the Clerk’s office will be closed on August 26th and 27th for classes. Judy also shared information for a Forestry Grant. Linda Sanders, from Wessler Engineering, introduced herself to the Council. Linda discussed services offered by Wessler. Robert Thomas presented a quote for a water tower inspection, for $1200.00. Council Vice President Michael Johnson made a motion to approve the quote for the water tower inspection. Council Member Darwin Miller second the motion. Motion carried 4-0. An amendment for the 2024 Salary Ordinance was presented for approval, for the SRO position. Council Vice President Michael Johnson made a motion to approve the amendment. Ken Smith announced that the paving for the Community Crossing grant will begin on August 26th, and will be finished by September 15th. Marilyn Maxwell, Mainstreet Committee, reported that they will be having a photo booth at the Wolcott House on August 17th, a Bake Steak dinner on September 21st, and a Holiday Market on November 16th. Clerk Treasurer, Judy Thomas, notified the Council that she has contracted Treeva Sarles to help her with the budget. Judy also announced that Wessler Engineering came to the Town Hall to inquire about working with the Town. Council Member Darwin Miller stated that he found out about an OCRA Grant for low-income households, to assist with home repairs. Ken Smith provided the Council with a packet about his engineering company, Municipal Civil Corporation. Resident, Darren Foster, approached the Council about concerns over the new stop signs on Homer Ln. There was no traffic study done to prove that these stop signs were necessary. Resident, Kathy Rogel, asked the Council for permission to remove her sidewalk in front of her house. Council Member Betty Hoster second the motion. Motion carried 3-0. Wastewater Superintendent Jeff Province reported that he has been getting false calls from the lift station. Jeff then presented the Council with a few pictures of problems at the lift station, that could be causing the calls. These issues will be getting repaired. Water Superintendent Robert Thomas stated that he just repaired a broken water line on the corner of Fourth St and Scott St. SURF Internet hit a wastewater line on a resident’s property in town, that has been repaired. Fire Chief Kenneth Burnes reported that the fire department will be at the schools for Fire Prevention week. Kenneth also, expressed some concerns over the location of a fire hydrant in town. Darwin Miller, Mainstreet Committee, reported that the Mainstreet will be doing a Trunk or Treat on the night of Trick or Treat. Darwin also stated that the mannequins will be put out soon for Halloween. Town Attorney, Jacob Ahler, stated that he had a phone call with another attorney regarding a water leak outside of town. There was discussion about how to move forward with the matter. After much discussion, Council member Darwin Miller made a motion to move forward with negotiations, with the other party involved. Council Member Betty Hoster second the motion. Motion carried 3-0. Clerk Treasurer, Judy Thomas, stated that the Clerk’s Office took pictures of the mess that NIPSCO left behind in town. The Town is waiting from a response from NIPSCO. The Clerk’s Office also found an additional 23 properties in town that were not paying for multiple trash cans, which resulted in the Town losing money. Judy reported that she is still trying to correct the Bank Recs for 2020-2023. Ken Smith announced that Town and Country will be coming back to town to finish their work on October 5th for the Community Crossing Grant. Ken then presented the Council with the final invoice in the amount of $27,450.00 for Municipal Civil and $216,304.69 for Town and Country. Council Member Darwin Miller made a motion to pay the final invoices for the Community Crossing Grant. Council Member Betty Hoster second the motion. Motion carried 3-0. Emily Albaugh, KIRPC, announced that the county is wanting to partner with the town for a stormwater improvement project. This project will help improve the drainage to the ditches in town. The Council discussed a broken grate on a sidewalk, in front of the BP gas station. After some discussion, it was decided that Bob Thomas will call INDOT to have it repaired. Meeting Ajorned.

MEETING August 6, 2024 at 7:00 PM Wolcott Town Hall Present: President: Cameron Emond Vice President: Michael Johnson Council Members: Darwin Miller, Betty Hoster, Rex Pearson Clerk Treasurer: Judy Thomas Water Superintendent: Robert Thomas Water Superintendent Robert (Bob) Thomas mentioned that he is planning on possibly retiring at the end of this year. Bob wanted the Board Members to be aware that he has been talking with Social Security, now that he has turned 65, and is reviewing his options at this time. Board Members thanked Bob for letting them know.

The June 18, 2024 Council Meeting Minutes were presented for approval. Council Member Darwin Miller made a motion to approve the minutes. Council Member Betty Hoster second the motion. Motion carried 4-0. Wastewater Superintendent, Jeff Province, notified the council that he has gotten in touch with a rep for his UV light issues, at the plant. Supplies have been ordered to fix the UV light. Town Attorney Jacob Ahler has written a letter for Commonwealth, holding them responsible for the issues at the Wastewater Pant. Town Marshal Jared Baer announced that the SRO Agreement can be signed by the council, once the School Board approves it. Jared stated that he has received seven applicants for the SRP position, so far. Fire Chief Kenneth Burns expressed thanks to those that assisted in the house fire, in town. Kenny also expressed concern over the state parking their trucks and machinery at the fire station, without permission. Sandy Miller, RWCDC, shared that the Senior Café will be on Wednesday, July 17th. Michael Johnson, WCED, said that the county has received a new lead for the Commerce Park. Michael followed up by stating that WCED’s focus has shifted to new housing. Th town is still waiting on the disbursement from the READI Grant. Michelle Earney, Wolcott Summer Festival, reported that they are ready for the festival this week. Janet Gross, Mainstreet Committee, gave a report on some events that they are planning. Mainstreet is currently in the works on planning the Holiday Bazaar. Town Attorney, Jacob Ahler, brought up the contract for SURF Internet for discussion. After some discussion, Council Vice president Michael Johnson made a motion to approve the contract for SURF Internet. Council Member Darwin Miller second the motion. Motion carried 4-0. Jacob also presented the letter to Commonwealth, asking for Commonwealth to pay for the repairs made at the Wastewater Plant. Council Vice President made a motion to approve the letter to Commonwealth. Council member Rex Pearson second the motion. Motion carried 4-0. Judy Thomas, Clerk Treasurer, announced that there will be a meeting held with SURF Internet at 11am on July 15th for the Ground Breaking Ceremony. Judy also reported that the Annual ILMCT Conference went well, and the office employees learned a lot. Wessler Engineering wants to schedule a meeting with the Council to speak with them about possibly working together in the future. After some brief discussion, it was decided that the meeting will be held on July 15th at 9am. Judy brought to the Council’s attention that two of the Town’s HIFI accounts have become dormant. Judy and the Council discussed making the General checking, Water checking, and Wastewater checking accounts, HIFI accounts. Judy also discussed how the Wastewater checking account is very low in funds. After much discussion, Council Vice President Michael Johnson made a motion to transfer $32,955.53 from the Wastewater HIFI account, into the Wastewater Checking account. Council Member Darwin Miller second the motion. Motion carried 4-0. Council Member Darwin Miller also made a motion to make the General checking, Water checking, and Wastewater checking into HIFI accounts. Council Vice President Michael Johnson second the motion. Motion carried 4-0. Wastewater Superintendent Jeff Province told the Council that he starts his classes on July 25th, for his Wastewater License test. Town Marshal Jared Baer notified the Council that he will need to work on making a salary ordinance for the SRO position. Ken Smith stated that the money from the Community Crossing Grant will be in the town’s account at the end of July. Paving will start at the beginning of August. Ken said that he is wanting to send a survey out to all of the town residents. All survey responses may be dropped off at the Town Hall. Council Vice President Michael Johnson made a motion for Ken to send out a survey. Council member Betty Hoster second the motion. Motion carried 4-0. Resident, Angel Reed, expressed concerns over drainage issues on the North West side of town. These issues are stemming from a previous project in town, that was not done correctly. Resident, Brian Dowell, confronted Council Member Darwin Miller about edging his sidewalk, without his permission, and not cleaning up the mess left behind. Andrew Rouley, TriTech Construction, approached the Council about supplying water to INARI. INARI would be paying to run the water line out to the business. After much discussion, Council President Cameron Emond told Andrew that he will speak to Water Superintendent Robert Thomas about the issue. Council Meeting June 18, 2024 6:00 pm Present: Vice President: Michael Johnson Council Members: Darwin Miller, Betty Hoster, Rex Pearson Clerk Treasurer: Judy Thomas, Utility Clerk: Breanna Plantenga, Deputy Clerk: Karie Holder Street Department: Vince Hall Deputy Marshal: JR Northcutt Town Attorney: Jacob Ahler Other: George Mathew, Steve Young, Larry Klink, Janet Gross, Marilyn Maxwell, Janell Hofstetter, Kenneth Burns. Absent: Council President: Cameron Emond Council Vice President Michael Johnson opened the Council Meeting with the Pledge of Allegiance. The June 4, 2024 meeting minutes were presented for approval. Council Member Darwin Miller made a motion to approve the minutes. Council Member Betty Hoster second the motion. Motion carried 3-0. The May 2024 financials were presented for approval. Council Member Darwin Miller made a motion to approve the financials. Council Member Rex Pearson second the motion. Motion carried 3-0. Jeff Province sent in a report stating that he is having some bagging issues at the Wastewater Plant. Vince Hall, Street Department, reported that everything is going well. Robert Thomas sent in a report stating that IDEM did their inspection at the Water Plant. Robert received good reviews on the water output. IDEM made some recommendations of improvements to be made at the plant. Marilyn Maxwell, Mainstreet Committee, announced that they will be selling water at the Summer Festival. Darwin Miller stated that he is talking with someone about getting banners for the festival. The Wolcott Mainstreet is in the process of selling their building on the North side of town. Judy Thomas, Clerk Treasurer, presented the Council with the finalized contract for SURF Internet. Town Attorney Jacob Ahler is working on a letter to Commonwealth regarding the Wastewater Plant issues. Utility Clerk Breanna Plantenga and Clerk Treasurer Judy Thomas expressed concern over a leaking water line. The line doe not belong to the town, but has not been repaired by the property owner. The customers are not paying for the water being used, but the town is unable to turn their meter off, due to it affecting other paying customers. There is a loss of money and product. Breanna and Judy told the Council that they believe that the rest of the ARPA money should be used on providing a new line that the town has control over, rather than using the money to pave around the fire station. After much discussion, Council Member Darwin Miller made a motion to get bids for the job. Council Member Betty Hoster second the motion. Motion carried 3-0. Judy also reported that the ARPA money used, has never been reported to the government within the last few years. A bid was presented to the Council for the paving at the fire station. Bids for this job were never advertised for bid. Council member Darwin Miller made a motion to advertise bids for the paving at the fire station. Council member Betty Hoster second the motion. Motion carried 3-0. Judy Thomas stated that the Clerk’s Office received two complaints about Darwin Miller and George Mathew spraying weed killer around town, in people’s yards, and along the highway. The contract for SURF Internet was brought up for approval. After some discussion, Council member Betty Hoster made a motion to table the issue. Council member Darwin Miller second the motion. Motion carried 3-0. A resident expressed some concern for overflowing grease traps in town. Meeting adjourned. Watch meeting here
