Present: Cameron Emond, Rex Pearson, Michael Johnson, Betty Hoster, Ken Smith, Jared Baer, Mark Bachman, Sandra Gloss, George Matthew, LeRoy Simon, Robin Foley, Judy Thomas, Janet Gross, Bob Thomas, Breanna Plantenga, Jeff Province, Tom Bennett, Larry Klink, Pam Bennett, Janell Hofstetter, and Kenny Burns.

Open Council Meeting:
Approve minutes or memoranda: October 3, 2023. Council Member Michael Johnson made the motion to approve the minutes. Council Member Rex Pearson seconded the motion. Motion carried 3-0
Approve the Financials: September 2023 Council Member Rex Pearson made the motion to approve the financials. Council Member Michael Johnson seconded the motion. Motion carried 3-0
1. Department Heads reports:
Jeff Province: Wastewater/Stormwater-Fred Fluke is willing to act as our wastewater consultant at $1500.00 a month. Council Member Michael Johnson made the motion to accept Fred Fluke as our wastewater consultant. Council Member Rex Pearson seconded the motion. Motion carried 3-0
Robert Thomas: Water/Street-Catch basin has been fixed. Engineer Ken Smith talked to Bob about the brown water in the town. He suggested that they try. Ken has applied for a permit to add Ortho and Poly phosphate. Signs are ordered for the compost bin waiting for them to send a spec to be approved.
Marshal Baer: Town Marshal- Received a $9000.00 for DUI, School bus and Seat belt safety program.
Lori Bussell: Park Board-No Report
Steve Young Sr: Ambulance Director-Waiting to get a date for the CPR class.
Kenneth Burns: Volunteer Fire Department-No Report
Sandy Miller: RWCDC-No report
Janell Hofstetter: KIRPC-No Report
Michael J Johnson: WCEDC- Talked about going to the commissioners meeting to ask for help with the
Lost revenue and the water being in the red. Their suggestion was to call KIRPC and see about a grant
Jerry Lietz: Area Plan Committee-No Report
Michelle Earney: Summer Festival Committee- No Report
Marilyn Maxwell: Main St Committee- Janell Hofstetter gave the report on behalf of Main St. Halloween
At the town hall and a Holiday Bazaar.
Jacob Ahler: Town Attorney- no report
Pamela Bennett: Clerk-Treasurer- in the middle of an audit.
Old Business:
Ken Smith-update. There is a list of projects that need to be attended to. Ken said that they have until October 30 to finish the projects.
Chicken Ordinance: Second reading
New Business:
Cameron Emond: Randy Stasser has offered to do an economical study for the town. WCED has offered to pay for the project. This will let us know how the downtown project will affect the taxes and water rates. Janelle
Hofstetter asked if this was only going to benefit the town. Council President Cameron Emond let her know that it would benefit Brian as well.
Council Member Rex Pearson made the motion to accept the offer of the Economical Study. Council member Michael Johnson seconded the motion. Motion carried 3-0
Resident comments:
Mark Bachman: Asked when the sidewalks would be finished. The trenches and clean up have not been completed. Council President reiterated that Town and Country have until October 30 to finish up the project.
