August 18, 2026

Present:          Council President: Betty Hoster, Council Vice President: Michael Johnson

Council Members: Janet Gross, Chris Dye, and Steve Schemerhorn.

Clerk Treasurer: Karie Holder, Deputy Clerk: Breanna Plantenga

Other: Janell Hofstetter, Steve Young, Pat Musser, and Kenneth Burns

Absent:            Attorney: Jacob Ahler

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

Betty Hoster welcomed newly appointed Council Member, Steve Schemerhorn.

The August 4, 2026 Council Meeting and July 29, 2026 Executive Meeting Minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council Member Chris Dye second the motion. Motion carried 5-0.

Clerk Treasurer Karie Holder presented the Council with the APV Register for approval. Council Member Chris Dye made a motion to approve the APV Register. Council Vice President Michael Johnson second the motion. Motion carried 5-0. Karie then notified the Council that consultant, Treeva Sarles, is available to have a budget meeting on September 1, 2026 at 5pm. The Council agreed to meet at that time.

Ordinance 2026-8-18 to establish a Warning Siren Donation Fund was presented for approval. Council Member Janet Gross made a motion to approve the ordinance. Council Vice President Michael Johnson second the motion. Motion carried 5-0.

The Council was notified that they need to appoint a representative to the Library Board. Council Vice President Michael Johnson made a motion to reappoint Morgan Gretencord as the representative for the Town. Council Member Steve Schemerhorn second the motion. Motion carried 5-0.

Town resident Pat Musser approached the Council, asking for them to grant her a sewage adjustment for watering sod. Council Member Janet Gross made a motion to approve an adjustment of $86.24. Council member Chris Dye second the motion. Motion carried 5-0. Vice President Michael Johnson stated that he would like to consider taking away sewage adjustments.

Council Member Chris Dye asked Kenny Burns, Fire Chief, about a possible fire code issue. Kenny stated that the issue is being dealt with.

Council President Betty Hoster announced that the Town has been awarded $750,000 for the Stormwater Improvement Grant.

The White County Recycling bins should be relocated to East Market St in two weeks.

Council Member Chris Dye stated that there is a possibility that the alley between E Scott Street and E Anderson Street will be blocked at the end of the month, due to a moving truck.
