Old Business:

Joe Rogers, White County Area Plan Mr. Rogers talked to us about changing the zoning for downtown to a B-4 LP.

With this changed there can be apartments on the second floor but not on the ground floor.

Darwin Miller, Council Member made a motion to change the zoning. Rex Pearson, Council Member Second the motion. Motion carried 3-0. Joe rogers need the minutes or a resolution to proceed.


Robert Bellucci CommonWealth: Pay Invoice #8 $439,077.58 Darwin Miller, Council Member made the motion to pay invoice #8. Rex Pearson, Council Member second the motion. Motion carried 3-0

Need to have dumpster emptied and electricity, 400 amp-10000-amp, service ran on the construction site.

Darwin Miller, Council Member made the motion to contact REMC and get the electric ran. Rex Pearson, Council Member second the motion. Motion carried 3-0.

There has been a new generator installed at the new lift station.


Robert Thomas, Water Supervisor Need to move equipment to the leaf vac in the garage. Had a chlorine leak in the bulk tank at the water plant northeast corner.

It should only take a week to run to install a new water line. Jacob Ahler, Town Attorney will have an easement agreement for the town at the next meeting.


James Herre, Town Marshal Gave his monthly report.

With the snowstorm coming in, James asked if the Wolcott Christian Church could be used as an emergency shelter? Pastor Tom Bennett said that whatever they need from the church that the church will make sure they have it.

Darwin Miller, Council Member Asked James Herre who was responsible for the sidewalks in front of the Marshal Department? Darwin also asked who was responsible if someone should fall. Jacob Ahler said that the town would not be responsible.


Kenneth Burns, Fire Chief on January 12,2022 there was a power surge at the Fire/Ambulance station. The Garage doors, Mother boards, and etc. were affected. Working with NIPSCO to try and get them to pay for the damages.


Janele Hofstetter, KIRPC Head start is at KIRPC. They are desperate for Workers.


George Blissett, Wolcott Main Street There are several projects being planned for the town. More details to come.


Jacob Ahler, Town Attorney There was talk at the January meeting about how the checks were going to be signed with the way Cameron works. Jacob reached out to SBOA. They said that the only person signing checks should be the Clerk-Treasurer.


Pamela Bennett, Clerk-Treasurer Mike’s tree service took care of a tree that was damaged in the storm. The invoice was for $1250.00. Need the approval to pay the invoice. Darwin Council Member made the motion to pay the invoice. Darwin Miller, Council Member made the motion to pay the invoice. Jerry Lietz, Council Member Second the motion.

Motion carried 3-0


Darwin Miller, Council Member and Jerry Lietz, Council Member wants to see the invoice on trees or have one drawn up. Darwin Miller, Council Member made the motion to either see the ordinance or to have one drawn up.

Jerry Lietz, Council Member Second the motion. Motion Carried 3-0


Darwin Miller, Council Member wants an ordinance drawn up that will state that the trash totes are not to be out before noon the day before pickup and put away by dark on the day of pick up. There will be one warning per year. After one warning there will be a $50.00, per offence, if it is not put away before dark. The senior Citizen Apartments can pull the Totes out of the easement. After the ordinance is passed there will be letter sent out to all residence of Wolcott. Marshal Herre asked if it would be better to start the newsletter back up for communication with residents.

Darwin Miller, Council Member made the motion to get an ordinance for the trash totes to be put away in a timely manner. Jerry Lietz, Council Member Second the motion. Motion carried 2-1 with Rex Pearson, Council Member objecting to the motion.


All Cats and Dogs need to be registered with the town. Sterile cats and dogs have a fee of $3.00. Non altered animal is $5.00.


Need to order signage for road and 911 for the Water and Wastewater plants.


Cameron Emond, Council President mentioned the doors and wall needs fixed at the old water plant. Advertise for bids. Darwin Miller, Council Member made the motion to advertise for bids. Rex Pearson, Council Member second the motion. Motion carried 3-0


Pamela Bennett, Clerk-Treasurer mentioned that the water heater and kitchen faucet need replaced. Darwin Miller, Council Member made the motion to replace the Water heater and kitchen faucet. Jerry Lietz, Council Member second the motion. Motion carried 3-0


Darwin Miller, Council Member made the motion to Adjourn. Rex Pearson, Council Member Second the motion. Motion Carried 3-0
