Clerk Treasurer Pamela Bennett opened the Public Meeting by presenting the estimated 2022 Budget. After a few department heads expressed concern over not understanding the budget that was given, the Council decided to table the issue. Council Member Darwin Miller made a motion to table the 2022 Budget until it is more clear. Council Member Rex Pearson second the motion. Motion carried 4-0. Council President Michael Johnson closed the Public Hearing and opened the Council Meeting. Town Marshal James Herre announced that he could not get his monthly report due to one of the deputies being hospitalized. James also presented the Council with a proposal to hire a third full time officer to take over when he retires. Council Member Darwin Miller made a motion to hire Jared Baer as the new full time Town Marshal when James Herre retires. Council Member Jerry Lietz second the motion. Motion carried 4-0. Council President Michael Johnson reported on behalf of Water/Street Superintendent, Robert Thomas. Michael presented an estimate from BBC Brown to repair the leaf vac for $11,420.36. After much discussion, the Council decided to repair everything except the breaks and the axils on the leaf vac. Fire Chief Kenneth Burns reported that the fire department is having some trouble with people burning in Town, when they are not supposed to be. Kenneth also reported that there are houses in town that do not have their house number on their houses. This makes it hard for the firetrucks and ambulance to know if they are at the right home or not, in an emergency situation. Rick Bennett reported on behalf of the Summer Festival committee. The committee has voted to have the 2022 Summer Festival on Friday July1st – Saturday July 2nd. George Blissett reported on behalf of the Mainstreet Committee that they will be having a Chicken Noodle Dinner fundraiser on Saturday, September 18th. The fundraiser will be held to raise money for the old Liquor Store building. George also asked the Council for permission to close Market Street on Saturday October 2nd for Mainstreet’s Oktoberfest. George had mentioned that there will be a small beer garden at the festival. There was some concern over shutting down Market Street during harvest season. George reassured the Council that he received permission from the Elevator to shut down the road whenever Mainstreet needs to. Clerk Treasurer Pamela Bennett suggested to George that he request permission from the School and the Medical Clinic to use their parking lot for parking during the event. Council Member Cameron Emond made a motion to close down Market Street on October 2nd for the Oktoberfest. Council Member Darwin Miller second the motion. Motion carried 4-0. Town Attorney Jacob Ahler expressed concern over Mainstreet having a beer garden again, if the Town has an Ordinance against it. Jacob stated that he would like to see the Ordinance, if the Town has one. If the Ordinance prohibits alcohol, Jacob recommends that the Council listen to the ordinance, to avoid a possible lawsuit. Robert Bellucci gave an update of the progress on the new wastewater plant construction project. Rob also announced that the next construction meeting for the wastewater plant will be on Wednesday, September 8th at 10am. Rob also presented a construction invoice to the Council for approval. Council Vice President Cameron Emond made a motion to approve the invoice. Council Member Darwin Miller second the motion. Motion carried 4-0. Council Vice President Cameron Emond expressed that he believes that the Town should get a cage made for the dump truck in order to use the woodchipper easier. After little discussion, Council Vice President Cameron Emond made a motion to get an estimate for a wood chipper cage. Council Member Jerry Lietz second the motion. Motion carried 4-0. Ken Smith approached the Council to talk to them about how the TIF District works. Ken went over the rules and regulations about the TIF District and offered to have an executive meeting with the Council to discuss it further. Clerk Treasurer Pamela Bennett announced that she had received a call from Comcast explaining that they have to do some digging in Town to put in new lines. Pam suggested that the Council come up with a “You break it, you fix it” agreement with Comcast in order to prevent the Town for being responsible, in the event that Comcast breaks something. Town Attorney Jacob Ahler agreed to drawing up an agreement between the Town and Comcast. Council Member Darwin Miller made a motion to table this issue until the Council is able to see the agreement. Council member Jerry Lietz second the motion. Motion carried 4-0. Council President Michael Johnson announced that the Council will need to decide when to have Trick or Treat in town. Council Member Darwin Miller made a motion to have Trick or Treat on Sunday, October 31st from 5pm to 8pm, and to allow the Town employees to serve hotdogs that night as well. Council Vice President Cameron Emond second the motion. Motion carried 4-0. A resident addressed her concerns to the Council about a dog runs loose often. The dog is never chained up, and there have been multiple complaints regarding the dog. The resident is concerned that another dog, or person may get injured form this dog. Kimberley Wright introduced Stacey Diener to the Council. Stacey introduced herself as the Chief Deputy Prosecutor for White County. Stacey told the Council a little bit about herself and her background in White County. Stacey will be running for White County Prosecutor next year. Council Member Darwin Miller expressed concern over some run-down houses in the area. Darwin asked Jacob if anything could be done about the houses/properties in town that are not appealing. After much discussion, it was decided that in order to do anything about these houses, there would have to be a formal complaint done through the Clerk Treasurer’s Office. Marshal James Herre reported that the two deputies, and himself, went to a conference to get their mandates. Council President Michael Johnson announced on behalf of WCED, that there have been five new inquirers for the Commerce Park. Michael also stated that there will be a 90-foot-long blimp in Reynolds that will provide internet for surrounding areas. Areas within a 50-mile radius should have access to the internet. George Blissett announced that there will be a Garage Sale Trail on Highway 24 on June 11-12. The trail will run through Reynolds, Wolcott, Remington, Goodland, and Kentland. To be on the map in Wolcott?s sales, residents will have to drop off $5.00 at Farney?s Service Center. The Market Street Days will be starting up again in May. George asked the Council to approve road blocks on Market Street for the upcoming Market Street Days events. The Council and George decided to discuss dates and details more at a later date. George also reported that the EPA will be coming to the old Liquor Store building. Mainstreet will be working on getting the building cleaned up within the next 45 days. George stated that the Pocket Park has an open grant. George informed the Council of plans that he has for beautifying the Pocket Park. The Council then had to remind George that the Pocket Park is owned by the Town, and not Mainstreet. George then said that they will take the grant money and put it towards the old liquor store building. Town Attorney Jacob Ahler reported that he is looking into lowering the Developmental fees or the possibility of doing away with the fees completely. Clerk Treasurer Pamela Bennett informed the Council of a company that can come to Wolcott with an infrared light to find waterflow underground. If a good source of water can be found, the Town could dig a well and would be able to supply water out at the Commerce Park. If the Town can supply the water to the Commerce Park, the Town would not lose any more water revenue to Remington. After much discussion, it was decided that this would all be discussed at a later date. Clerk Treasurer Pamela Bennett proposed that the Council allow her and possibly one of the office girls to go to a conference in South Bend. Council Member Darwin Miller made a motion to allow Pam and one of the girls to go to the conference. Council Member Rex Pearson second the motion. Motion carried 3-0. Clerk Treasurer Pamela Bennett reported that Kim Hensler is getting quotes for a new mower for the park. Council President Michael Johnson presented the March 2021 minutes for approval. Council Member Darwin Miller made a motion to approve the March 2021 minutes. Council Member Rex Pearson second the motion. Motion carried 3-0. Robert Bellucci reported that the 4-inch waterline project on Second Street is complete. The Dollar General waterline extension project is now in the works. KMD Construction?s partial payment is $64280. When the job is done, they will get paid $51424.64. Council Member Darwin Miller made a motion to pay the contractor. Council Member Jerry Lietz second the motion. Motion carried 3-0. Council Member Darwin Miller announced to the Council that there is a tile on North Fourth Street that is not draining water. The tile was supposed to be fixed by TGB Unlimited after their project was finished last year. Rob Bellucci said that he would get ahold of TGB, regarding the tile. Darwin Miller then introduced Josh Goddard from Cowboy Excavating. Josh reported to the Council that he had tried to get the water drained, but was unsuccessful. Council President Michael Johnson read aloud Ordinance 2021-06 for approval. Council Member Jerry Lietz made a motion to approve Ordinance 2021-06. Council Member Darwin Miller second the motion. Motion carried 3-0. Council President Michael Johnson then read aloud House Bill 1381. The bill has not yet been passed. Council Member Darwin Miller announced that he, along with Council Member Jerry Lietz and Council Vice President Cameron Emond, had driven around town on a golf cart looking for things that need to be improved in town. Darwin stated that he called Town and Country and Brian Musser in regards to the curb at the BP gas station. Both put in bids to fix the curb. Darwin, also, brought up that a semi that had rolled, resulting in the damage of some homeowners? yards. He suggested that the Town call someone to fix the damage, even though it is the homeowner?s responsibility. Darwin stated that he believes that the truck?s insurance company should ultimately pay to have that done. Marshal James Herre informed Darwin that it is the homeowner?s responsibility to file a complaint to the truck?s insurance company, and that the Town is not responsible for fixing other people?s property. James then asked Darwin why he asked one of the Town Police Officers for a copy of the accident report. Darwin explained that he believed that the accident report was information that the Town needed access to. Clerk Treasurer Pamela Bennett asked Darwin for a copy of his minutes from driving around town with Jerry and Cameron. Council President Michael Johnson informed Darwin that three or more council members meeting up is considered to be a quorum. Since there was no advertisement for a meeting, and no minutes were provided, it is considered an illegal meeting. Darwin then stated that Jerry and himself had mowed yards and asked if he needed to have minutes for that, too. Pamela told Darwin that since there was less than three people, no minutes were needed. Misty Herre expressed her concern for pot holes on Johnson St, next to the BP. Council President Michael Johnson said that he would talk to Bob Thomas and look into getting the pot holes fixed. Misty also asked the Town Council if the curb sticking out on Market Street, by Bell?s Pizza, is going to be removed. She stated that it makes driving on Market Street difficult. Misty is concerned that it has become a hazard. There have been questions regarding a current HUD grant for houses. The Council explained that the HUD grant was done quite a while ago, and announced that the liens on the homes involved are to be released. Wastewater Superintendent John Emond reported that the old wastewater plant is still doing 80% of the waste work, through the construction. John also reported that the plant is running great. Council President Michael Johnson announced that the monthly construction meeting, for the plant, would be on Wednesday, August 4th at 10am. Water Superintendent Robert Thomas reported that the broken well is getting fixed. Town Marshal James Herre presented his monthly report and announced that one of Wolcott’s deputies has resigned. Clerk Treasurer Pamela Bennett reported that Wolcott Ambulance Director, Steve Young, had told her that the ambulance crew is having a hard time finding house numbers when they are on their calls. The Town asks that all houses in Wolcott provide house numbers on the front of their houses, in case an ambulance is called to the address. Janell Hofstetter reported that KIRPC will be sending out a Covid-19 survey. Council President Michael Johnson reported for White County Economic Development. Michael stated that Monticello will be opening their new Town Hall in September 2021.Michael also reported that Reynolds had a ribbon cutting ceremony for the blimp, and that the blimp was sent into the air. George Blissett reported on behalf of the Mainstreet committee. George stated that the EPA inspected the old liquor store property. The EPA said that there was no residual contamination left on the property. The building should be cleared by the 15th of August. Once the building gets cleared, the committee will begin making repairs to the building. Town Attorney Jacob Ahler reported that he spoke with The Town of Reynolds’ attorney. They came up with an agreement to allow Clerk Treasurer Pamela Bennett to provide her assistance in the town of Reynolds, as the part time Clerk Treasurer. Council President Michael Johnson asked Pam if she could clarify to the Council what she will be doing in Reynolds. Pam explained that Reynolds’ Clerk Treasurer had resigned. Pam said that she went over to assist Reynolds during their budget time until they could find someone to fill the position. Unfortunately, no one in Reynolds has stepped up to be the Clerk Treasurer. Therefore, Pam has agreed to fill the position until the current term is over or until someone applies for the position. Pam will be working for Reynolds outside of the Wolcott Town Hall office hours. Clerk Treasurer Pamela Bennett asked the Council how much money they would like taken out of the general account for the payroll account, and how much they want taken out of wastewater to start the wastewater construction account. After little discussion, Council Member Darwin Miller made a motion to put $10,000 into the payroll account and $1,000 into the wastewater construction account. Council Member Rex Pearson second the motion. Motion carried 4-0. Clerk Treasurer Pamela Bennett also announced that she spoke with the bank in regards to increasing the credit card amount for the food pantry. The bank has advised the Town to get a debit card for the food pantry account, rather than increasing the credit limit. After little discussion, Council Member Darwin Miller made a motion to get a debit card for the food pantry. Council Member Jerry Lietz second the motion. Motion carried 4-0. Council President Michael Johnson presented the July 2021 minutes for approval. Council Vice President Cameron Emond made a motion to approve the July 2021 minutes. Council Member Darwin Miller second the motion. Motion carried 4-0. Council President Michael Johnson read a report from Robert Bellucci, in his absence. The report stated that the Dollar General water extension project is currently waiting for a final INDOT permit. Once the permit is received, the contractor will be ready to mobilize. It is estimated to take 5-7 days to complete the work. Annette Sipkema presented amendment #66 for Council approval. The amendment states that the zoning for windmills and solar panels will be changing from two miles from the town/city line – to one mile and from one mile from the town/city line – to half a mile. A resident expressed their concerns over the windmills being allowed to be closer to town because it will prevent the growth of the town. After much discussion, Council Vice President Cameron Emond made a motion to approve the amendment. Council Member Jerry Lietz second the motion. Motion carried 4-0. Utility Clerk Breanna Wood presented a proposal to the Council for a new Town website. Breanna explained to the Council that the current website is no longer allowing her to make updates to the page without the website crashing. Breanna reached out to Dan Weerts to redo the town website. The Council was then presented with an estimate, from Dan Weerts, with the amount ranging from $2,250 - $3,750. After little discussion, Council Vice President Cameron Emond made a motion to pay up to $3,750 for the new website. Council Member Darwin Miller second the motion. Motion carried 4-0. Clerk Treasurer Pamela Bennett presented the Witko compliance benefits for approval. Council Vice President Cameron Emond made a motion to approve the compliance benefits. Council Member Darwin Miller second the motion. Water Superintendent Robert Thomas announced that they are having issues with people putting items in the compost pile that do not belong there. Wastewater Superintendent John Emond made signs to put out at the compost pile to let the residents know what is and is not allowed in the compost pile. However, there are still prohibited items being put in the compost pile. There were several ideas that the Council and Town employees came up with. After much discussion, there was no final decision made as to how they should proceed. The bids were presented to the Council for the paving of North Street and School Street. Two residents expressed their concerns over difficulties after heavy rain. They reported that when the town gets a lot of rain, they are unable to do laundry, shower, and have issues with their toilets. There are other town residents that have this same issue. Water Superintendent Robert Thomas stated that the new wastewater plant and bigger pumps at the lift station should hopefully take care of the issue. George Blissett informed the Council about a building on Market Street that has the roof caved in. George recommended that the Town send a letter requesting it to be fixed. Council President Michael Johnson presented Ordinance 2021-9 for approval. The Ordinance states that there will now be two signatures, from the Clerk Treasurer and Council President, required on all of the Town checks moving forward. Wastewater Superintendent John Emond reported that the Wastewater construction project is moving along well. Water Superintendent Robert Thomas reported that there are problems with the well at the water plant and that the problems will be getting fixed soon. Council Member Darwin Miller informed Robert that he had received word from a resident that they have been having a hard time flushing their toilets after the Town gets heavy rainfall. Robert Thomas told the Council that he will look into the issue. Town Marshal James Herre presented his monthly report. Matt Hall presented a report on behalf of the Park Board. Matt announced that the paving project of the walking path, parking lot, and basketball court is now complete. Matt stated that they have put grass around the new basketball court. When the grass is completed, the remolding in the park will be finished. Matt thanked the community for all of their help and support. Matt also brought up an error the occurred on one of the Park’s water bills. Clerk Treasurer Pamela Bennett told the Council that the Utility Office will be making a credit to the Park’s water account, due to this being an error on the Town. Council President Michael Johnson stated that he did not attend the last White County Economic Development meeting. Therefore, Michael did not have anything to report. Michelle Earney reported that the 2021 Summer Festival was a success. Michelle thanked everyone for their help and support in making the festival a success. Council President Michael Johnson told Michelle that he had been approached by someone who stated that they were very impressed how well the committee pulled off the festival. Marilyn Maxwell reported on behalf of the Mainstreet committee. Marilyn informed the Council that the Cornhole Tournament, at the festival, went over very well. There will be an architect that will be meeting with the Mainstreet committee to go over some new drawings for the old liquor store building. Darwin Miller offered to paint the building for the Mainstreet committee. Council President Michael Johnson announced that the Council Members will be taking turns on giving tours at the Wolcott House. The Wolcott House will be open on Tuesdays and Thursdays from 10am to 2pm. Michael mentioned that the Wolcott House will also be open on one Saturday per month. Michael then presented the June 2021 Council Meeting Minutes for approval. Council Member Darwin Miller made a motion to approve the July 2021 minutes. Council Member Jerry Lietz second the motion. Motion carried 4-0. In Robert Bellucci’s absence, Council President Michael Johnson read Robert’s monthly report of jobs that have been completed to date, as well as jobs that should be finished by the end of July. Robert asked the Council, in his report, for approval to pay the contractor. Council Vice President Cameron Emond made a motion to approve payment. Council Member Rex Pearson second the motion. Motion carried 4-0. Joe Rogers presented an amendment to the Council in regards to sign allocations. After little discussion, Council Member Darwin Miller made a motion to approve the amendment. Council Member Jerry Lietz second the motion. Motion carried 4-0. Joe Rogers then presented Amendment 865 regarding parking requirements. After much discussion, Council Vice President Cameron Emond made a motion to approve the amendment. Council Member Darwin Miller second the motion. Motion carried 4-0. Gayle Rogers announced to the Council that Witko was a few days late on turning in their property forms. In order for Witko to continue receiving their abatement, the Council would have to pass a waiver of noncompliance. If the Council decides not to pass the waiver, then Witko would not receive their abatement for this year. After much discussion, Council Vice President Cameron Emond made a motion to pass the waiver of noncompliance for Witko. Council Member Darwin Miller second the motion. Motion carried 4-0. Council President Michael Johnson presented Resolution 2021-10 to the Council for approval. This Resolution states that the Council President, Clerk Treasurer, and Sandy Miller have authorized power to increase the credit card limit for purchases for the food pantry. Council Member Jerry Lietz asked if it would be possible to receive a separate card that will be specifically for the Food Pantry. Clerk Treasurer Pamela Bennett replied by stating that it would be possible to get a separate card for the Food Pantry. After little discussion, Council Vice President Cameron Emond made a motion to approve increasing the credit limit. Council Member Jerry Lietz second the motion. Motion carried 4-0. The Council received three bids to pave the park/Blake Street, part of Third Street, and West North Street. Street Superintendent Robert Thomas and the Council decided to get bids to pave part of School Street, in place of the park/Blake Street. Due to the change in plans, the Town will have to redo the bids. The bids will be advertised. Clerk Treasurer Pamela Bennett announced that she had received an update on the new Town truck. The bed still needs to be put on the truck and the company is having a hard time getting parts. Council Vice President Cameron Emond made a motion to adjourn. Wastewater Superintendent John Emond reported that construction for the new Wastewater Plant has started. Water Superintendent Robert Thomas reported that everything is going good at the Water Plant. Council President Michael Johnson presented a report from Sandy Miller on behalf of the RWCDC. The RWCDC June meeting will be held on June 8th. The RWCDC 5k Fundraiser will be at Carpenter Creek Cellars on September 25th. Lastly, the RWCDC board approved the new team of student board members. Council President Michael Johnson also reported for Janell Hofstetter, on behalf of KIRPC. The report stated that KIRPC had their first meeting of 2021 on May 27th. At the meeting, two people from CREC attended. The two individuals will be working on an Economic Resiliency Plan for the region. The process will begin in June 2021, and it is expected to be completed in January 2022. Council President Michael Johnson reported that the White County Economic Development went to Wolcott’s Groundbreaking Ceremony for the new Wastewater Plant on May 26th. Council member Jerry Lietz followed up last month’s meeting by reporting that Larry Klink would have to get ahold of a real estate company if he is wanting to proceed with plotting of some land for a subdivision. Rick Bennett reported that the Summer Festival committee has everything figured out for the Fourth of July Festival. The only thing that the committee is waiting on, is the Council vote on the Beer Garden. Council President Michael Johnson asked the Council to vote on the Beer Garden issue. Council Member Darwin Miller made a motion to approve the Beer Garden. Council Vice President Cameron Emond second the motion. Motion carried 3-1, Council Member Rex Pearson voted against it. Marilyn Young reported on behalf of the Mainstreet committee, that they had a meeting with Brownsfield regarding the old liquor store building. When Brownsfield begins digging the contaminated ground, there will be a strong gas smell on the north end of town. The project will be starting in June 2021; however, the building will not be cleared for two years. In the meantime, Mainstreet will be able to do whatever they want with the building while waiting for the building to be cleared. Shop Galore on 24 garage sale event will be taking place on June 11th and 12th. If residents would like to be put on the map for the garage sales, they are to drop off $5.00 at Farney’s. Marilyn Maxwell announced that there will be a Cornhole Tournament at the Summer Festival. The cost to participate in the Cornhole Tournament is $20 per person or $40 per pair. Town Attorney Jacob Ahler reported that he created a rough draft of an ordinance to waive the development fees in town. It will be on the agenda for the next meeting. Clerk Treasurer Pamela Bennett announced that the Town will be receiving $200,000.00. Pam stated that the Town is restricted on what they can spend the money on. Council President Michael Johnson presented the May 4 Council Meeting minutes, the May 17th Special Session minutes, and the May 26th Public Meeting minutes for approval. Council Vice President Cameron Emond made a motion to approve the minutes. Council Member Darwin Miller second the motion. Motion carried 4-0. Following up from last month’s meeting, Town Attorney Jacob Ahler told the Council that he spoke with INDOT and White County Area Plan, regarding the gas station curb. It was determined that the curb is within the property owner’s right of way, which is the property owner’s responsibility to maintain. After much discussion, it was decided that the Council will table this issue until the July 6th meeting. In the meantime, the Council will work on gathering information on how to address the curb issue. Council President Michael Johnson presented Robert Bellucci’s report for him, in his absence. The report stated that KDM Construction’s PPAs were sent to David Hacker for processing. Rob also stated in his report that we are “waiting for an INDOT permit based upon actual location of existing water meter pothole along the west side of 231.” The new Wastewater Plant construction has begun. Rob reported that the Groundbreaking ceremony had very good attendance. Walt Owens announced that there is a busted line at one of his properties. Water Superintendent Robert Thomas went out to the property and turned the meter off. The meter was not turned off all of the way, so Robert had to unhook the meter completely. Due to the amount of water that was pulled through the meter, Walt asked the Council to waive his water bill cost. The Council explained to Walt that they could not discount water legally, since it is a product. However, they would be willing to waive the sewage fees and credit the remainder to another account. Walt agreed to these terms. Council Member Darwin Miller made a motion to waive Walt’s sewage fees and credit the remaining balance to another account of Walt’s. Council Vice President Cameron Emond second the motion. Motion carried 4-0. Council President Michael Johnson read a letter written by Hick’s Gas stating that they had not filled one of the Town’s tanks with propane since 2/13/2019. In order for the Town to keep the tank and maintain it, Hick’s Gas would need to charge the Town a rental fee of $175.00 per year for low usage. They requested that the Town let them know if they would like to keep the tank or not. Water Superintendent Robert Thomas told the Council that he believed that the Town owns the tank. After little discussion, Clerk Treasurer Pamela Bennett said that she would make a call to Hick’s Gas to find out if the Town owns the tank. Couoncil President Michael Johnson presented a proposal from Deputy Andrew Lanoue. Andrew went through physical therapy and was told by the Town’s old insurance company that insurance would cover it. When the Town changed to a new insurance company, Andrew was told that his physical therapy was no longer completely covered. Andrew received a bill for $225.42 for his physical therapy. He has requested that the Town pay the bill, since he was originally told that it would be covered. Council Member Darwin Miller made a motion to pay Andrew’s bill. Council Member Rex Pearson second the motion. Motion carried 4-0. Council President Michael Johnson read Resolution 2021-9. The resolution states that the checks sent out by the Town require one signature, being from the Clerk Treasurer. Vice President Cameron Emond stated that he believes that the checks should require two signatures, rather than just one. After much discussion, it was decided that the Town will rewrite an ordinance that will require the checks to have the signature of the Clerk Treasurer, along with the Council President’s signature. Council President Michael Johnson read Ordinance 2021-10. The Ordinance is about establishing an appropriation for the OCRA grant for the food pantry. Council member Jerry Lietz made a motion to approve Ordinance 2021-10. Council Vice President Cameron Emond second the motion. Motion carried 4-0. Council President Michael Johnson read Ordinance 2021-11. The Ordinance is about establishing an appropriation from Coronavirus State and Local Relief Funds. There will be $200,000.00 that will need to be spent within four years. Council Vice President Cameron Emond made a motion to approve Ordinance 2021-11. Council member Jerry Lietz second the motion. Motion carried 4-0. George Blissett announced that the Mainstreet Market Street Days will be taking place on Saturday, June 12. George asked permission for Market Street to be closed for part of June 11th and during the day of June 12th. Council Vice President Cameron Emond made a motion to approve Market Street being closed on June 11th and 12th. Council Member Darwin Miller second the motion. Motion carried 4-0. Larry Klink brought to the Council’s attention that the bricks on the sidewalks are caving in. Larry asked the Council whose responsibility it was to fix it. Clerk Treasurer Pamela Bennett said that she would call INDOT to find out who is responsible for the bricks. Daryl Orns expressed to the Council that he does not agree with paving the road that goes through the park. Daryl said that people drive through there recklessly, and that paving the road would only cause more traffic to go through the park. Vice President Cameron Emond asked if it would be possible to receive a revenue report at the end of every month. Clerk Treasurer Pamela Bennett stated that she can give a report to the Council members regarding money usage in every department. George Blissett, Mainstreet President, addressed the issue of a message that was put on the Mainstreet sign on 24. George stated that even though many residents took offense to the message, it was meant to be humorous. George stated that there will be a Mainstreet meeting soon, where the committee will address the issue. Vice President Cameron Emond made a motion to adjourn the meeting. Wastewater Superintendent John Emond reported that they have been cleaning up the Wastewater Plant to prepare for the construction of the new plant. Water Superintendent Robert Thomas reported that the line on the corner of Range Street and South Street has been fixed. Robert also announced that he received a quote from Town and Country to put street lines on both sides of Market Street for $609.00. Council Vice President Cameron Emond made a motion to accept the quote. Council Member Darwin Miller second the motion. Motion carried 4-0. Marshal James Herre presented his monthly report. Council President Michael Johnson presented a report on behalf of the Park Board. The report stated that the widening of the walking path has started, and that the restroom and concession stand have been repaired, due to a break in. The Park Board will also be getting a quote for new playground mulch. Fire Chief Kenneth Burns reported that there have been fires by the Wastewater Plant late at night. Kenneth expressed his concern over the gate to the plants being left unlocked. He also stated that there should be no burning after dark, and that all fires in town should be supervised at all times. Water Superintendent Robert Thomas explained that he believes that the fires are being created by feed bags that are being left on the burn pile. After much discussion, Robert assured everyone that the gate will be getting locked from now on. Robert Bellucci, also, assured everyone that the gate to the plants will especially be locked when construction for the new Wastewater Plant starts. Council President Michael Johnson announced that bags and sticks do not belong in the Town compost pile. Sandy Miller reported that the next RWCDC meeting will be taking place on Tuesday, May 11. Council President Michael Johnson reported on behalf of White County Economic Development. Michael stated that there have been some more inquirers for the Commerce Park. There has also been a total of 12 ribbon cuttings in White County since January. Council Member Jerry Lietz reported that he attended the White County Area Plan meeting. Jerry said that if anyone has questions about yard sign limitations, to contact the White County Area Plan office. Michelle Earney reported on behalf of the Fourth of July Committee that they are pretty much all ready for the 2021 festival. Michelle stated that all that they need the Town Council to approve the festival having a Beer Garden. Council President Michael Johnson asked if there should be a Public Meeting for residents to come express their thoughts about a Beer Garden. Town Marshall James Herre suggested that the Town do a poll. Utility Clerk Breanna Wood said that she would put a poll on the Wolcott Facebook page. Marilyn Young reported that the Mainstreet committee will be hosting their Market Street Days event on Saturday, May 8th. Marilyn announced that the Town Wide Garage Sales will be taking place on June 11-12. Town that will be participating in the garage sale event are Reynolds, Wolcott, Remington, Goodland, and Kentland. To get put on the garage sale map, residents will have to pay $5 at Farney?s. Marilyn told the Council that the EPA is going to be coming on June 1st to test the grounds at the Liquor Store building. They will then decide what they need to do to the grounds moving forward. Town Attorney Jacob Ahler announced that he had reached out to Baker Tilly to find out if System Development Fees are required. Baker Tilly confirmed that the fees are not required, however, there are concerns that the Town will experience some financial repercussions if these fees are taken away. Jacob suggested that there be a discussion between the Council Members about what exactly they want to amend in the ordinance for the fees. Council President Michael Johnson explained that the Council is worried about the high fees chasing away incoming businesses or residents that are wanting to build. Council President Michael Johnson announced that KIRPC needs approval to be the grant admin for the upcoming food pantry. Council Member Darwin Miller stated that he believes that the Council needs to see all of the numbers, before approving. Darwin also asked if the food pantry would only be available to Wolcott residents. Council President Michael Johnson stated that he does not believe that the food pantry will turn anyone away. Utility Clerk Breanna Wood responded to Darwin by stating that she recalls hearing that the food pantry will be available to all Tri-County residents, as well. Darwin then said that he believes that it should be available to Wolcott residents only, due to the grant being written to the Town of Wolcott. Town Marshal James Herre said that the newspaper stated that the grant was for $250,000. Sandy Miller explained that there was a typo and that the grant was actually for $100,000. Darwin then started asking questions about where the money will be deposited to. Sandy stated that she was being asked questions that she does not know the answer to, at this time. Town Attorney Jacob Ahler stepped in and said that State Board of Accounts will most likely require the grant money to be in a separate fund. Sandy then said that the grant money has to be used within a year. George Blissett asked if the food for the food pantry would be locally purchased. Sandy explained that they are still in the beginning stages of this grant and do not have all of the details quite yet. President Michael Johnson asked the Council if they should approve KIRPC to be the grant admin for the food pantry. After much discussion, the Council decided not to approve KIRPC as the grant admin until they know more details. Council President Michael Johnson asked for approval of the April 2021 minutes. Robert Bellucci announced that there was a construction meeting on Friday, April 30. Groundbreaking for the new Wastewater Plant will begin on May 26 at 10:00am. Rob also announced that they will be starting to rewater the old ponds at the plant. With all of the activity that will be going on at the plant, Rob assured everyone that security will be maintained. Marilyn Young asked Rob if the mess on Scott Street and Anderson Street will be cleaned up. Rob told Marilyn that it would all be taken care of. Daryl Orns asked Rob if the fire hydrant at the end of Fourth Street is going to be relocated. Rob assured Daryl that the hydrant will be relocated. Council President Michael Johnson presented Resolution 2021-07 for approval. Council Member Darwin Miller made a motion to pass Resolution 2021-07. Council Member Jerry Lietz second the motion. Motion carried 4-0. Larry Klink mentioned that he is willing to plot off an area for a subdivision in town, but the area is White County property. Deon Miller asked what the Town would be willing to do to help. The project would have to follow county regulations, unless the Town would be willing to annex in the area. Larry told the Council that he plans on plotting off 16 lots. Council Member Jerry Lietz said that he would get more information on what exactly needs to be done. Antoinette Valle, from the Wolcott Clinic, introduced Jason Padgett, who would be informing the council about Naloxone Boxes. Jason explained the Opioid crisis and how important it is to help our loved ones get into recovery. The Naloxone boxes contain a couple doses of Narcan and a breathing apparatus. The supplies in the box are free to use, and will be refilled for free. Jason explained what Narcan is and showed everyone how to use the Narcan, in case anyone has to ever use it on a loved one. Next to the boxes, will be a sign that will have information about how to get help if you, or a loved one, are addicted to opioids. The boxes will be at no cost to the Town. After much discussion, Council President Michael Johnson asked Antoinette if the Wolcott Clinic would be willing to put up one of the Naloxone boxes on the outside of their building. Antoinette said she would talk to her supervisor to see if that can be done. Council Member Darwin Miller announced that if anyone is needing Community Service hours, that they can help repaint the fire hydrants in town. Darwin also stated that there have been some complaints in town about vehicles without plates. Town Marshal James Herre said that someone should contact the Wolcott Police Department if there is a problem. Darwin then moved on to ask the Council what they should do about foreclosed homes that are not being mowed. Town Marshal James Herre stated that the grass must measure up to at least one foot in length before anything can be done with the yards. If anyone has a complaint about tall grass, they are to come into the Town Hall and fill out a complaint form. Moving on, Council Member Darwin Miller announced that he looked into how to fix the gas station curb. Darwin said that he contacted the state and got written permission to perform work on the curb. Darwin then said that he went out and got two estimates to fix the curb. Town and Country gave a total estimate of $7,900 for the whole job. Cowboy Excavating gave a total estimate of $6,587.50 for the whole job. Town Attorney Jacob Ahler asked if the curb was on state property or town property. Council Vice President Cameron Emond and Council Member Darwin Miller told Jacob that it is on town property. Water/Street Superintendent Robert Thomas stated that the curb is in the town easement, and that the town is not responsible for fixing anything within the easement. Town Attorney Jacob Ahler expressed concern over the fact that the curb may be owned by the gas station. If the curb is owned by the gas station, it can not be fixed with town funds. Council Vice President Cameron Emond pulled up the White County GIS and showed Jacob the gas station property lines. Jacob said that according to the picture that Cameron showed him, it looks as if the curb is outside of the gas station?s property line. Council Member Jerry Lietz explained that he is hesitant to make a motion to fix the curb until the Town knows for sure who?s property the curb is on. Darwin told the Council that he knows that the curb has caused a lot of problems for people who have trailers. Fire Chief Kenneth Burns asked where the money would come from to fix the curb. Darwin replied to Kenneth by saying that the money would come from a grant. Council Vice President Cameron Emond made a motion to accept Cowboy?s bid to fix the curb. Council Member Rex Pearson second the motion. Motion carried 3-1, Jerry opposed. Robert Hutter, owner of ARP Rentals, presented the Council with an expensive water bill. Robert explained that he had a tenant in his apartments that had a toilet leak. He asked the Council for a relief on the water bill. Town Attorney Jacob Ahler advised the Council to table the issue so that he can do some investigating on the issue. Vice President Cameron Emond made a motion to table the issue. Council Member Darwin Miller second the motion. Motion carried 4-0. George Blissett announced that the Liquor Store used to also be a gas station. George said that the Mainstreet committee would like to sit down with the Council and talk about what all will be going on with the old Liquor Store building, in order to keep them in the loop. Council Member Darwin Miller asked what he should do with the contents if he were to clean out a ditch that has cardboard and Styrofoam. Water Superintendent Robert Thomas told Darwin to take it to the Recycling trailer, if there is a place for it. Daryl Orns asked why the remote meters take a little bit to notify the Town of a leak. Utility Clerk Breanna Wood explained that she checks the leak list on her computer every morning and alerts people right away if they have got a leak. Larry Klink expressed that he was not pleased that the April 2021 minutes, mentioned that there was an illegal meeting. Town Attorney Jacob Ahler explained that the meeting was illegal under the Indiana Open Door Law. Since Darwin openly admitted to the gathering, it had to be put in the minutes. Council Member Darwin Miller asked if it is illegal for three or more Council Members to clean a street together. Jacob replied to Darwin by saying that it is legal to do community service together, but it is illegal to get in a private setting to talk about Town business. George Blissett expressed concern that there is no open spot for anyone to come to the meeting and speak unannounced. Town Attorney Jacob Ahler explained that the end of the meetings are always open for residents to come speak, if they are not on the agenda. Deputy Clerk Abigail Ewen read a couple questions from the live stream. One question asked if stick pickup is still happening in town. The answer to that question is ?yes.? Another question asked if there will be pool adjustments. The answer to that question is ?yes, if a resident calls the Town Hall and lets them know.? They are still getting some plugs at the Wastewater Plant from cornstalks. Fire Chief Kenneth Burns reported that they are in the process of getting new pagers for the Fire Department. Sandy Miller reported that she will be working with the Backpack Program. The next RWCDC meeting will be on Tuesday, March 9 at 6 pm. Council President Michael Johnson reported that he has joined White County Economic Development. He had his first meeting and reported that it went well. Council Member Jerry Lietz reported that White County Area Plan is looking for volunteers who are interested in housing. Michelle Earney reported on behalf of the Fourth of July committee. Excise told the committee that they would have to have a written approval from the Town in order to have a beer garden at the festival. George Blissett reported on behalf of the Mainstreet Committee. Mainstreet is waiting on a Warranty Deed for the old liquor store building. Mainstreet will meet with the White County Commissioner?s Office to discuss what they can do with the building. They are trying to figure out some issues regarding the parking for the building, as well. Mainstreet will also be starting up Market Street Days, again, in May. There is survey to fill out to see how great the need is in Wolcott. We may also be looking into seeing if the Town would qualify as a ?HUD? Town. If we do then that would mean more Government money, for assistance, running through our town The town had to find a place to disperse the food. Wolcott Christian Church has graciously agreed to let us use their fellowship hall. Sandy Miller will be the director of the food pantry. Sandy will go through her contacts and purchase the food for the town. Then the grant will reimburse the town. This is income based like the food truck. Emily Albaugh KIRP-C: How will this be sustained once the year is up. Sandy Miller RWCDC answered with Food Drives, Donations and possibly another grant. Another question that was asked. How is the Food Pantry going to be advertised? Sandy Miller and Pam Bennett answered that it would be advertised through sending fliers out to the schools, post office, and various businesses in the area. It would also be advertised through social media and word of mouth. It will also be a reminder put on the water bills. When asked approximately how many family?s we thought would come through the Food Pantry, we estimated 100-125. Our deadline to get all the information that Emily asked for is Feb 28, 2021. Emily?s deadline to submit the Grant is March 18,2021. Grant will be awarded In April 2021. Adjourned.
