Council Meeting

May 6, 2026

Present:          Council President: Betty Hoster, Council Vice President: Michael Johnson

Council Members: Cameron Emond, Janet Gross, and Chris Dye

Clerk Treasurer: Karie Holder

Town Marshal / Street Commissioner

Other: Steve Young, Kenny Burns, Carey Jordan, Pam Jordan, Janell Hofstetter, Daryl Orns, Patty Stortz, Marlyn Maxwell, Landon Zussman, Desareigh Stock, and Raegan Stewart.

 

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

The April 21, 2026 Council Meeting Minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council member Cameron Emond second the motion. Motion carried 5-0.

Jared Baer Reported for the following departments:

Water Department: Everything is going well. Justin has reported that we need to get a new well pump and has got a quote from peerless, Jared is going to meet with peerless to go over the quote.

Wastewater: Everything is going well. On the Issues with egglife Jared has sent a response back to them and waiting to hear back.

Streets: Vince will be starting to go around and paint some curbs that need redone and we will also be starting on alley maintenance in June.

Police: Jared said they have been busy with ordinance violations. Jared updated the council on the ICE program, they are still doing the training but once he gets everything going, he will keep the council updated and will give them a quarterly report.

Park: Depending on funding the park board would like to put a pickleball court at the park.

Jared also reported that spring clean-up will be Saturday May 8, 2026 from 8-12 the dumpster will be at the wastewater plant.

Steve Young reported for the Ambulance: National EMS week will be May 17 to May 23.

Kenny Burns had nothing to report for the fire department.

Clerk Treasurer, Karie Holder, presented the APV Register for approval. Council member Cameron Emond made a motion to approve the APV Register. Council Vice President Michael Johnson second the motion. Motion carried 5-0.

Mike Johnson reported for RWCDC that Sandy Miller wants to retire and they are looking for someone to take over as their director.

Janet Gross reported for KIRPC that they are stating on the budget the next year and there might be some cuts to the head start program.

Betty Hoster reported for Area Plan that they will be at our next council meeting for amendment A89 on renewable energy. Karie has forwarded the packet on this to all the council members for review.

Cameron Emond reported for the 4th of July committee the festival will be on July 3rd and 4th this year. Hog Roast, Music, and Cruise in on the 3rd and Activities, Food Vendors, Music, Parade, and fireworks on the 4th.

Patty Stortz reported for the Main Street committee. Town wide garage sale went well, On May 16 from 1-3 they will be hosting a garden party at the Wolcott House with Belstra Farm there for a demonstration, the Main Street committee is putting a bench at the park in memory of Darwin Miller. They will also be organizing a benefit dinner at the community building on June 16 with proceeds going towards a new emergency warning siren for town.

Betty Hoster read an update from Deb Holder on the Psi Iota Xi Sorority. They will be planting flowers in about 2 weeks and hope to have them done by Memorial Day. They recently help to send the Tri-County 5th grade students to the Indianapolis Symphony and they are also planning to make a donation to the Wolcott Library for the summer reading program.

Betty Hoster presented an engagement letter on annexation from Barnes and Thornburg. After some discussion over the cost and benefit to the Town on the annexation Karie Holder said she would reach out to Attorney Jacob Ahler to try and get answers the councils’ questions.

For the Community Cares Grant, we had one bid from Blue Line Construction for the bathrooms and town hall Entrance door. Council member Janet Gross made a motion to accept the bid from Blue Line Construction. Council Vice President Mike Johnson second the motion. Motion carried 5-0. 

 

New Business:

Ordinance 2026-0506 Vacating an Alley between lot 2 and lot 3 on Anderson St was presented. Council member Cameron Emond made a motion to Table the ordinance until the property owner paid his unpaid bill to the Wolcott Fire Department. Council member Janet Gross second the motion. Motion carried 5-0.

 

Ordinance 2026-0506-2 Peddlers Permit, adding permit for food trucks was presented. Council Vice President Mike Johnson made a motion to approve Ordinance 2026-0506-2. Council member Cameron Emond second the motion. Motion Carried 5-0.

 

Ordinance 2026-0506-3 Regulation Parking, revisions were made to Truck Parking. After some discussion Council member Cameron Emond made a motion to approve ordinance 2026-0506-3. Council Vice President Mike Johnson second the motion. Motion carried 4-1.

 

Betty Hoster reported that she attended a meeting on April 29 with White County emergency management for the 5-year mitigation plan. The next meeting will be virtual and there will be workshops in June and July.

 

Resident Chuck Watts wanted to thank the Town for support with the Wolcott country gospel music series and he said the concert was very good. With money raised from the event he donated $500 to the Wolcott Christian Church and Remington Christian Church.

 

Betty Hoster reported that the new area for recycling in town has had the electric hooked up and they are now waiting for the well heads to be secured and for more gravel.
