Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

A public hearing for CDBG stormwater improvement project was held. Emily Albaugh with KIRPC held discussion over the project and answered questions. Resolution 2026-0519-2 authorizing application submission and local match commitment was presented for approval. Council member Cameron Emond made a motion to approve Resolution 2026-0519-2. Council Vice President Mike Johnson second the motion. Motion carried 4-0. Council member Janet Gross was absent for the vote. Public hearing closed.   

The May 6, 2026 Council Meeting Minutes were presented for approval. Council member Cameron Emond made a motion to approve the minutes. Council member Janet Gross second the motion. Motion carried 5-0.

Jenilynne Kyburz reported for White County Area Plan on amendment A89 on Renewable Energy. Ordinance 2026-0519 amendment to renewable energy was presented for approval. Council Vice President Mike Johnson made a motion to approve ordinance 2026-0519. Council member Cameron Emond second the motion, Motion carried 5-0.  

Jared Baer Reported for the following departments:

Water Department: Well pump #2 needs to be replaced Justin got a quote from Peerless in April, Jared has discussed this with Justin and Tim at Peerless. The total quote is $39,803.00 this is worst case scenario it may be less than this if Grundfos pump is not needed. Council member Janet Gross made a motion to approve replacing well pump #2. Council member Cameron Emond second the motion. Motion carried 5-0. 

Wastewater: Pump at the main lift station has been replaced and is running well.

Streets: The guys helped get the flags and banners put up on the highway and will be changing out the colored lights with new lights that will change color, donated by Mike Johnson.

Police: Jared got his truck back and it is running well.

Clerk Treasurer, Karie Holder, presented the APV Register for approval. Council member Cameron Emond made a motion to approve the APV Register. Council member Chris Dye second the motion. Motion carried 5-0. Karie Holder presented April 2026 Financial Review for approval. Council member Cameron Emond made a motion to approve April 2026 Financial Review. Council member Janet Gross second the motion. Motion carried 5-0.

Jarer Baer reported that they will be starting maintenance on alley and he will be having 3 locations surveyed.

Karie Holder reported that Attorney Jacob Ahler is still waiting the hear back from Barnes and Thornberg on an estimated cost for annexation.

Ken Smith reported that the Community Cares Grant has been submitted. Ken also said the town has 4 water reports due and he will work with the water department to get these completed.  

Ordinance 2026-0506 vacating an alley was tabled at the last meeting. Further discussion was had over this ordinance. Council member Cameron Emond made a motion to approve Ordinance 2026-0506. Council Vice President Mike Johnson second the motion. Motion carried 5-0.     

New Business:

Karie Holder reported that the library has asked for the south end of the alley behind the library to be closed on July 6^th from 4pm-8pm for there summer reading party. Council member Janet Gorss made a motion to approve closing the alley on July 6^th from 4pm-8pm. Council member Chris Dye second the motion. Motion carried 5-0.
