July 7, 2026

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.
The June 23, 2026 Council Meeting Minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council member Chris Dye second the motion. Motion carried 4-0.
Jared Baer Reported for the following departments:
Streets: They have been working on some alleys putting down new stone down, currently we have spent around $2,400 on stone. Jared still plans on getting some of the alleys surveyed.
Water/Wastewater: Everything has been running good with the water department. Justin has been helping out with wastewater while Jeff has been out using some of his PTO. They have a meeting scheduled next week with IDEM to discuss egglife.
Park: Lori Bussell reported for the park they are wanting to do some projects but don’t have money in this year’s budget. Clerk treasurer Karie Holder told her to submit their proposal for next years budget by the end of July and we will look at their fund balance to see if more funds can be budgeted to the park for 2027.
Clerk Treasurer, Karie Holder, presented the July 7, 2026 APV Register for approval. Council Vice President Mike Johnson made a motion to approve the APV Register. Council member Chris Dye second the motion. Motion carried 4-0.
Organization Reports:
RWCDC: Mike Johnson reported that they will now be meeting quarterly.
KIRPC: Janet Gross reported that they will be meeting on July 30
4th of July: They will be having a meeting on August 20 at the community building to discuss the future of the festival.
Main Street: Main Street had a benefit dinner on Friday June 26 and funds raised will be donated for the warning siren. They Raised around $1,500.
Discussion was had about the Annexation west of Wolcott. Karie explained that Rebeca did not want to set up a meeting until we have the redevelopment commission set up so that we can meet for the TIFF district at the same time. Attorney Jacob Ahler asked the council what the primary goal of the annexation is and explained that the annexation would not give the town jurisdictional authority to prohibit the building of new development in that area, it would still go to area plan for approval based off the regulations they have in place.
Discussion was had about the redevelopment commission for the TIFF district. The council still needs to appoint 2 more people to the redevelopment commission. They did not appoint anyone at this meeting they will revisit it at the next meeting. Â Â Â Â Â
