Council Meeting

July 21, 2026

6:00 pm

Present:          Council President: Betty Hoster, Council Vice President: Michael Johnson

Council Members: Cameron Emond, Janet Gross, and Chris Dye

Clerk Treasurer: Karie Holder, Deputy Clerk: Breanna Plantenga

Other: Steve Young, Pam Jordan, Carey Jordan, Jennifer Sargent, Mindy Emond, and Janell Hofstetter.

Absent:           Attorney: Jacob Ahler

 

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

The July 7, 2026 Council Meeting minutes, July 7, 2026 Executive Meeting minutes, and July 19, 2026 Executive Meeting minutes were presented for approval. Council member Cameron Emond made a motion to approve the minutes. Council member Janet Gross second the motion. Motion carried 5-0.

The Council discussed the possibility of having East Market Street paved going towards Waterworks Ln, to the railroad tracks. After some discussion, Council Member Cameron Emond made a motion to have Town & Country pave the area, if the budget allows. Council Member Chris Dye second the motion. Motion carried 5-0.

Clerk Treasurer Karie Holder presented the APV Register for approval. Council Vice President Michael Johnson made a motion to approve the APV Register. Council Member Chris Dye second the motion. Motion carried 5-0. Karie then presented the June 2026 Financial Review. Council Member Janet Gross made a motion to approve the financial review. Council Vice President Michael Johnson second the motion. Motion carried 5-0.

Council President Betty Hoster stated that they have received three residents interested on the TIF District committee. After some discussion, the Council decided on appointing Byron Haynes and Ty Hartlep to the position. The Tri County School Board has appointed Frank Zussman as their representative for the TIF Committee.

Resident, Jennifer Sargent, approached the Council, asking them to consider granting her a sewage adjustment on a high utility bill. Council Member Cameron Emond made a motion to grant the sewage adjustment request. Council member Janet Gross second the motion. Motion carried 5-0.

Resident, Pam Jordan, asked the Council when they plan to do something about a rotting wood pile, at a neighbor’s home. Pam then read off some State Fire Codes, to the Council, to show how the pile goes against state code. Council President Betty Hoster stated that she would take with Marshal Baer and Fire Chief Burns about the issue.

Council Member Cameron Emond presented the Council with a resignation letter, resigning from the Council effective August 1st. Cameron was thanked for his commitment and service to the town.
