Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance.

Council president Cameron Emond announced that in order to speak at Council Meetings moving forward, residents must fill out a “request to Speak” form.

The February 4, 2025 Council Meeting Minutes and February 13, 2025 Executive Meeting Minutes were presented for approval. Council Member Darwin Miller made a motion to approve the minutes. Council Member Janet Gross second the motion. Motion carried 4-1, Michael Johnson abstained, due to being absent at the meetings.

Clerk Treasurer, Judy Thomas, presented a formal resignation to the Council, resigning as the Clerk Treasurer.

Council President Cameron Emond reported that Marshal Jared Baer is in Plainfield for K-9 training until March 4th. Shifts will be picked up by Deputy JR Northcutt, and part time officer Jake Miller.

Marilyn Maxwell, Mainstreet Committee, reported that they have delivered two more Wolcott Warm Welcome baskets to new home owners. Mainstreet received a grant to help pay for the Wolcott Warm Welcome Baskets.

The Community Crossing Grant recipients will be announced next week.

Council President Cameron Emond read through the changes made to the employee handbook. Council Member Michael Johnson made a motion to approve the revised handbook. Council Vice President Betty Hoster second the motion.

Resolution 2025-02-18 was presented to remove former Clerk Treasurer Judy Thomas from bank accounts and signature authority, and grant Deputy Clerk Karie holder access to the bank accounts and signature authority. Council Member Michael Johnson made a motion to approve Resolution 2025-02-18. Council Vice President Betty Hoster second the motion. Motion carried 5-0.

Resident, Leslie Benyon, notified the Council about a lien on her property from 2014. The lien was placed by the town, for a housing grant. Council Member Michael Johnson will call Town Attorney Jacob Ahler to follow up with Leslie.

The January 2025 Financials were presented for approval. Council Member Darwin Miller made a motion to approve the financials. Council member Michael Johnson second the motion. Motion carried 5-0.

There was some discussion on the process of replacing the vacant Clerk Treasurer position.
