Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.
The July 21, 2026 Council Meeting Minutes were presented for approval. Council Member Janet Gross made a motion to approve the minutes. Council Member Chris Dye second the motion. Motion carried 4-0.
Town Marshal/Street Commissioner, Jared Baer, notified the Council that there are a couple lift station issues. Water Superintendent Justin Bowman, is currently taking classes to get his water license. The 2026 paving project is complete. Town & Country will be doing a walk through, to make sure that everything is done correctly. Town & Country will not be repairing the sidewalk on E Scott St, that was part of the original bid. The Town will be accepting bids by a separate contractor, to complete the sidewalk, at Town & Country’s expense.
Jared also notified the Council that he has been in talks with a property owner out of town, about taking over a private line that is leaking. After much discussion, Council Vice President Michael Johnson made a motion to take over the line, if the property owner agrees to relinquish ownership. Council Member Chris Dye second the motion. Motion carried 4-0.
Jared reported that the school system will no longer be providing a crossing guard at the crosswalk in town. Jeff Province has expressed interest in being the new crossing guard, for an extra $1/hour pay increase. Council Member Chris Dye made a motion for Jeff to be the new crossing guard. Council Vice President Michael Johnson second the motion. Motion carried 4-0.
Lastly, Jared stated that he would like to start a Reserve Officer Program, in Wolcott. Jared presented the Council with Ordinance 2026-08-04, allowing him to have up to four reserve officers. Council Vice President Michael Johnson made a motion to adopt Ordinance 2026-08-04 to have a Reserve Officer Program. Council member Chris Dye second the motion. Motion carried 4-0.
Ken Smith, notified the Council that the 2025 Water Audit came back good.
Clerk treasurer Karie Holder presented the Council with the APV Register for approval. Council Vice President Michael Johnson made a motion to approve the APV Register. Council Member Janet Gross second the motion. Motion carried 4-0.
KIRPC Representative, Janet Gross, reported that an AIM representative came to their latest meeting, to discuss property tax changes.
Janell Hostetter, Mainstreet Committee, announced that they will be hosting Fill a Bus, on September 12th for the backpack program. The Bobby the Wonder Dog Festival will be on September 26th from 11am-1pm.
Council President Betty Hoster brought up some concerns over alley conditions in town.
There were six letters of interest submitted for the vacant Council Position. Council Member Janet Gross made a motion to appoint Steve Schemerhorn as the new Council Member. Council Member Chris Dye second the motion. Motion carried 4-0. Resolution 2026-08-04-2 to appoint Steve Schemerhorn, was presented. Council Vice president Michael Johnson made a motion to adopt Resolution 2026-08-04-2. Council Member Janet Gross second the motion. Motion carried 4-0.
Resident, Chasity Sallee, talked about a TNR Program that she has been participating in. This program allows feral cats to be neutered and released. Chasity asked the Council for their consideration in giving her a donation. Council Member Michael Johnson made a motion to donate $250 to Chasity, for her service in the TNR program. Council member Janet Gross second the motion. Motion carried 4-0.
The Council discussed some possible future annexation areas, for town.
