Council Meeting

April 7, 2026

Council Members: Cameron Emond, Janet Gross, and Chris Dye

Town Marshal/Street Commissioner: Jared Baer

Town Attorney: Jacob Ahler

Other: Steve Young, Carey Jordan, Pam Jordan, and Janell Hofstetter.

 

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

The March 3, 2026 Executive meeting minutes, March 17, 2026 Council meeting minutes, and March 24, 2026 Public Hearing meeting minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council Vice President Mike Johnson second the motion. Motion carried 5-0.

Jared Baer, Town Marshal/Street Commissioner, park reported                                                                       Water - The water plant is running good, Justin is arranging with Chad at the Alliance to host a water license pretest course here in town in June. Justin has also been looking into quotes from different companies for vac services for town needs.

Jared reported that he got a quote to finish out the shop for vehicle and equipment maintenance it was approximately $25,000 to fully insulate and put metal on walls and ceiling so that it can be utilized year-round. After discussing funding for this project with Karie we decided to hold off to see if there is money left in the budget later in the year. Jared also reported that he had an initial meeting with a developer for a possible future land development and their need for water and waste water.  

WWTP – The main headworks pump went down and FJF Services has it and is trying to see about rebuilding it. Overheating issue with board on west left station was repaired, Schneiders is still working on data signal on the missions system not functioning in auto mode. Influent meter is fixed at plant.

Streets – Vince has been working on cleaning up sticks and stalks around town. Jared has spoke with Randy DeVault about staring alley improvements and we are looking at June to start.

Police – JR’s Truck should be done by Friday and Jared will drop his truck off for them to address issues he is having. Jared will be attending a conference the week of April 12 and has arranged for coverage with part time employees and JR will be the main point of contact.

Park – Jared reported that the Park is wanting to possibly put pickle ball at the park and they are waiting to see status on funds before moving forward.

Ken smith reported that he will have a draft for the community cares grant at the next meeting.

 

Town Attorney, Jacob Ahler, notified the Council that he has been working on researching annexation requirements Jacob recommend that the town have him get a quote from an attorney that specializes in annexation if they wish to move forward with this. Council Member Cameron Emond made a motion for Jacob to get a quote from and attorney on annexation. Council Member Janet Gross second the motion. Motion carried 5-0.    

Clerk Treasurer, Karie Holder, presented the APV Register for approval. Council had discussion over an invoice for C&L Burns for the Fire Department and would like to get clarification before approving this invoice. Council Member Cameron Emond made a motion to approve the APV register excluding APV for C&L Burns. Council Member Chris Dye second the motion. Motion carried 4-1.

Janell Hofstetter, Mainstreet Committee, talked about some upcoming events. Janell reported Town Wide Garage Sales will be May 1 and 2. They will be having an outdoor patio party on May 6 and Belstra Farms will be there for a demonstration.

Council Member Cameron Emond discussed the emergency warning siren for the town and EDP has said they will donate $5,000 as well as Princeton Township will donate $5,000 towards the siren. Discussion was had about other possibilities for funding for the siren.

Revisions to the employee handbook were made and presented to the council for approval. Council Vice President Mike Johnson made a motion to approve the changes made to the handbook. Council Member Cameron Emond second the motion. Motion carried 5-0.
