Council Meeting

April 21, 2026

6:00 pm

Present:          Council President: Betty Hoster, Council Vice President: Michael Johnson

Council Members: Cameron Emond, Janet Gross, and Chris Dye

Clerk Treasurer: Karie Holder

Town Marshal / Street Commissioner

Other: Carey Jordan, Pam Jordan, Mindy Emond, Astrid Haaland, Clayton Atkinson, Trey Foster, and Janell Hofstetter

 

Council President Betty Hoster opened the Council Meeting with the Pledge of Allegiance.

The April 7, 2026 Council Meeting Minutes and April 13, 2026 Executive meeting minutes were presented for approval. Council member Janet Gross made a motion to approve the minutes. Council member Cameron Emond second the motion. Motion carried 5-0.

Jared Baer had nothing to report for the Water Department, Wastewater Department, or Streets. Jared did report that his police truck is in the shop and being worked on. He also reported that JR filled in while Jared was gone for classes JR will have some overtime for covering these shifts.  

Clerk Treasurer, Karie Holder, presented the APV Register for approval. Council Vice President Michael Johnson made a motion to approve the APV Register. Council member Cameron Emond second the motion. Motion carried 5-0. Karie then presented the March 2026 Financial Review to the Council. Council member Cameron Emond made a motion to approve the Financial Review. Council member Chris Dye second the motion. Motion carried 5-0.

The Wolcott Street Department will begin maintenance on town alleys starting in June.

Community Cares Grant, Ken Smith will meet with the town on Thursday April 23 to review the grant application and submit it.  

New Business:

Ordinance 2007-05 Regulating Parking of Vehicles was discussed due to a complaint being made regarding truck parking. Section 4.0 Truck Parking Regulations was discussed the possibility of adding a permit for parking large trucks was discussed. Council member Janet Gross made a motion to remove section b) from 4.0 Truck Parking Regulations. ( b) It shall be unlawful for any truck larger than a 3/4 -ton capacity to park in a residential section of town for a period longer than 12 hours at a time. Parking a truck in front of one’s own house is excluded from this section. Council member Cameron Emond second the motion. Motion carried 5-0.

 

Ordinance 2023-5-16-2 Peddlers License and Permits was discussed due to a food truck wanting to come to town. It was discussed food vendors should not be charged the same fee as someone doing door to door sales. Council member Cameron Emond made a motion to add a food truck permit for $50. Council member Janet Gross Second the motion. Motion carried 5-0.

 

Tree City update, Jared Baer reported that we need to form a tree board of 5 people for this project. Mike Johnson, Mindy Emond, Cary Jordan, Janell Hofstetter, and Jared Baer volunteered to be on the tree board.

 

It was reported that there are drainage issues and the end of North St, Jared Baer said he will check into it.
