Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance.

The April 1, 2025 Council Meeting minutes were presented for approval. Council Member Michael Johnson made a motion to approve the minutes. Council Vice President Betty Hoster second the motion. Motion carried 5-0.

The March 2025 financials were presented for approval. Council Vice President Betty Hoster made a motion to approve the financials. Council Member Janet Gross second the motion Motion carried 5-0.

Wastewater Superintendent Jeff Province, reported that the bagging system at the plant is having some issues. Jeff is currently working on getting a plugged sewage line repaired, on N Fourth St. Council Member Michael Johnson stated that he will go to a commissioners meeting with Jeff to discuss the issues at the Wastewater Plant.

Justin Bowman, Water Superintendent, presented bids to get a new bed put on his town truck. After some discussion, it was decided that Clerk Treasurer Karie Holder will look into the financials, before a decision is made.

Council President Cameron Emond reported in Jared Baer’s absence, that Jared received some estimates on changing the locks on the Town Building.

Ambulance Director, Steve Young, reported that he has appointed Emmy Wang as the new Assistant Ambulance Director. There was some discussion on having the Wolcott Ambulance go on calls for structure fires, along with the Fire Department. Council Member Janet Gross made a motion for the Wolcott Ambulance to go on structure fire calls. Council Member Darwin miller second the motion. Motion carried 5-0.

Janet Gross, KIRPC Representative, reported an update regarding Head Start programs.

Marilyn Young, Mainstreet Committee, listed several upcoming events. The Mainstreet will be giving out some scholarships to seniors, this year.

Clerk Treasurer, Karie Holder, read an update letter from Treeva Sarles, regarding the current state of the Town. Karie reported that she has all of this year balanced, and had submitted the ARPA reports to the State.

Ordinance 2025-0401-Sewage Pre Treatment was read, for it’s second reading.

Ordinance 2025-0415: K9 Restricted Donation Fund was presented for approval. This ordinance is regarding the establishment of a restricted donation fund, specifically for the K9. After some discussion, Council Member Michael Johnson made a motion to approve ordinance 2025-0415. Council Vice President Betty Hoster second the motion. Motion carried 5-0.

Ordinance 2025-0415-2 to establish a Wolcott Summer Concert Festival Restricted Donation Fund, was presented for approval. This fund will be created to store donations received for the Concert Committee. Council Member Michael Johnson made a motion to approve Ordinance 2025-0415-2. Council Vice President Betty Hoster second the motion. Motion carried 5-0.

Ordinance 2023-09-05-02 amending the water rate ordinance was presented for approval. Council Vice President Betty Hoster made a motion to approve the amendment. Council Member Janet Gross second the motion. Motion carried 5-0. 

Council president Cameron Emond read the bids received for the Community Crossing Grant project. Town and Country bid $200,837.50. Central Paving bid $218,526.20. Milestone Contractors bid $253,900.00. Council Member Michael Johnson made a motion to accept Town and Country’s bid for $200,837.50. Council member Darwin Miller second the motion. Motion carried 5-0.

Council President Cameron Emond adjourned the meeting, but discussion continued.

A resident asked the Council if there is money for the new Ambulance, that the town is purchasing.

Council Vice President Betty Hoster brought up the Mainstreet having their monthly meetings at the Town Hall, for reevaluation. Discussion ensued.
