Council President Cameron Emond opened the Council Meeting with the Pledge of Allegiance.

The March 4th Council Meeting, and March 10th Executive Meeting Minutes were presented for approval. Council Vice President Betty Hoster made a motion to approve the minutes. Council Member Michael Johnson second the motion. Motion carried 5-0.

The February 2025 Financials were presented for approval. Council Member Michael Johnson made a motion to approve the financials Council Vice President Betty Hoster second the motion. Motion carried 5-0.

Wastewater Superintendent Jeff Province announced that he passed his Wastewater exam on March 21st, and is now officially a licensed Wastewater Operator. Jeff also stated that the Wastewater Plant is currently having some issues that are being worked on.

Vince Hall, Street Department, reported that he fixed the bench in front of the Town Hall, and is currently working on replacing some street signs.

Town Marshal Jared Baer notified the Council that he received two camera quotes. One quote is for cameras out at the Wastewater and Water Plants. The second quote is for cameras on Market Street, to monitor the downtown businesses. Jared reported to the Council that him and K-9 Kilo have finished their training, and Kilo is doing great.

Sandy Miller, Remington Wolcott Community Development Committee, shared that the Tri County culinary class cooked for the Senior Café in March.

Michelle Earney, Wolcott Summer Festival Committee, reported that their Fish Fry Fundraiser is coming up on April 25th.

Marilyn Maxwell, Mainstreet Committee, reported that the Easter Egg Hunt will be on April 19th at 2pm. Mainstreet also has a Bobby the Wonderdog book event, Ladies Tea Party, and Bobby the Wonderdog Day event coming up. Council Vice President Betty Hoster wanted to revisit having the Mainstreet hold their meetings at the Town Hall. Discussion was had, but no decisions were made.

Fire Chief, Kenneth Burns, notified the Council that the lights on the back of the Town Hall need replaced.

Town Attorney, Jacob Ahler, notified the Council that he has reviewed the Brightspeed Fiber Optic project contract. Jacob said that the contract looks good to him. Council Member Michael Johnson made a motion to accept the contract. Council Vice President Betty Hoster second the motion. Motion carried 5-0.

Ken Smith announced that there will be a meeting for the Community Crossing Grant project on Thursday, April 3rd at 10am. There will also be a bid opening at 10am on Thursday, April 11th.

Clerk Treasurer Karie Holder announced that the Wastewater HiFi account has been closed. The remaining balance in the HiFi account has been transferred to the Wastewater checking account. Karie also stated that she had a meeting with White County Surveyor Brad Ward, about the county getting a grant to repair/remodel the ditch on Scott St. Karie said that she had a meeting with OnPoint Waste about extending their contract with the town for another three years. Town Attorney Jacob Ahler recommended that the Town bid out the trash service, rather than extending the contract.

Council President Cameron Emond brought the camera bid for the Water and Wastewater Plants, to the table. The bid for the cameras at the plants is $5,028.55. There will be two cameras at each plant. After some discussion, Council Member Janet Gross made a motion to table the issue. Council Member Michael Johnson second the motion. Motion to table carried 5-0.

The first reading for the Ordinance 78-4 Wastewater Pretreatment Amendment was read. 

The radiator for the leaf vac has been repaired.

Deputy Clerk, Breanna Plantenga, reported that the broken transmitters in some water meters, have been replaced.

Resident, Charles Watts, presented a new committee that he has started, the Wolcott Summer Concert committee. He has gotten approval from the Park Board and the Township to move forward. All proceeds made from this event, will be used to help senior citizens in the community, and to fund future events. Charles requested that all funds raised for the event, be deposited into a Town account, so that he is not managing the money. After some discussion, it was decided that Clerk Treasurer Karie Holder will call State Board of Accounts to get approval.

An Amendment to the 2025 Salary Ordinance was presented. Council Member Betty Hoster made a motion to approve the Salary Ordinance amendment. Council Member Janet Gross second the motion. Motion carried 5-0.

Deputy Clerk, Breanna Plantenga, reported that she spoke with OnPoint Waste about obtaining a dumpster for Spring Cleanup. The cost for one 20-yard dumpster will be $300. Council Vice President Betty Hoster made a motion to get one dumpster for Spring Cleanup on the weekend of May 10th. Council Member Darwin Miller second the motion. Motion carried 5-0.
