Open Council Meeting:
Approve minutes or memoranda: June 5 and June 18,2023 Council Member Darwin Miller made the motion to approve the minutes. Council Member Rex Pearson seconded the motion. Motion carried 4-0
1. Department Heads reports:
Robert Thomas: Water/Street-Worked on the water plant and found that there was an error in the back
Wash. Bob is going to flush the lines again and backwash 2-3 more times. He is ordering signs for Homer

Steve Young Sr: Ambulance Director-The last week of Oct there will be a free CPR class offered.

Jacob Ahler: Town Attorney- Presented TIF procedures and what to expect. Presented the TIF Resolution
2023-08-02. Council Member Michael Johnson made the motion to approve the Resolution. Council

Pamela Bennett: Clerk-Treasurer- The wastewater grant has been closed. Asked the council to close the wastewater checking account. Council Member Michael Johnson made the motion to close the account. Council Member Darwin Miller seconded the motion. Motion carried 4-0
With the closing of the checking account the funds need to be transferred. Pam presented resolution 2023-08-3 to transfer the funds to the wastewater checking account. Council Member Michael Johnson made a motion to

Old Business:
Matt Parsley: NIPSCO Tree trimming has been delayed and a new date has not been set.
Ken Smith: The sidewalk on Burke has a gas line on a portion of where the new sidewalk would be put. It was talked about going further down on Burke to the North. Council member Darwin Miller made the motion to change the location of the sidewalk. Council Vice President Jerry Lietz seconded the motion. Motion carried

Annex in INARNI and Dollar General: Town Attorney Jacob Ahler gave a lot of information on what we need to do to annex. Next step is to appoint a committee.
New Business:
Additional Appropriation Resolution 2023-8-15 Council Member Michael Johnson made a motion to approve the Resolution. Council Member Darwin Miller seconded the motion. Motion carried 4-0
Resident’s comments:
Janelle Hofstetter: Janelle called Baker-Tilly to see if we could transfer funds. We can, but there has to money to transfer. Asked if we have made an appointment with the Commissioners. We are working on the presentation.
Resident Mark Bachman: Asked about the issue with the water. Water Superintendent Bob Thomas said that the company has been here. He needs to back wash 2-3 more times and flush the lines.
Resident Larry Klink: Concerned about cars parking behind the café in from of some mailboxes. He wants to know if we will put up a no parking sign.
