Council President Michael Johnson opened the Public Hearing with the Pledge to the flag.

 

Council President Michael Johnson started the meeting by introducing the newly elected Council Member, Rex Pearson.

 

Election of Officers for the Council of Wolcott: Council Member Darwin Miller nominated Vice President Cameron Emond to remain Vice President of the Council. Council Member Rex Pearson second the motion to accept Cameron Emond as Vice President. Motion carried 4-0. Council Member Jerry Lietz made a motion to keep Council President Michael Johnson as President. Council Vice President Cameron Emond second the motion. Motion carried 4-0.

 

Approval of Department Heads: Council President Michael Johnson presented the following department heads ? John Emond as Wastewater/Stormwater Superintendent, Robert Thomas as Water/Street Superintendent, Kenneth Burns as Fire Chief, Steve Young Sr. as Ambulance Director, and James Herre as Town Marshal. Council Vice President Cameron Emond made a motion to approve the department heads. Council Member Darwin Miller second the motion. Motion carried 4-0.

 

Approval of Town Council meeting dates: Council Member Darwin Miller made a motion to continue having the Town Council meetings on the first Tuesday of every month at 6 pm. Council Member Jerry Lietz second the motion. Motion carried 4-0.

 

Approval of primary newspaper: Council Member Darwin Miller made a motion to keep the New Wolcott Enterprise and/or the Monticello Herald Journal as our primary newspaper. Vice President Cameron Emond second the motion. Motion carried 4-0.

 

Approval of bank: Vice President Cameron Emond made a motion to keep the Bank of Wolcott as the primary bank of depository. Council Member Darwin Miller second the motion. Motion carried 4-0.

 

Approval of memberships. Council President Michael Johnson presented the following memberships for approval ? Indiana Association of Cities and Towns, Indiana League of Municipal Clerk and Treasures, International Institute of Municipal Clerks, Indiana Water Alliance, and the American Waterworks Association. Council Vice President Cameron Emond made a motion to approve the memberships. Council Member Darwin Miller second the motion. Motion carried 4-0.

 

Council President Michael Johnson read the nepotism policy. Council Vice President Cameron Emond made a motion to approve the nepotism policy. Council Member Darwin Miller second the motion. Motion carried 4-0.

 

Council Vice President Cameron Emond announced that there was a water leak found in one of the Town?s water lines that is being fixed.

 

Sandy Miller on behalf of RWCDC reported that they have wrapped up two grants. There will be a $3,000 grant from REMC for the sign that will be voted on Thursday January 14.

 

Matt Hall reported that the park will be putting lights on the walking path. NIPSCO will be finishing work on the transformer.

 

Council President Michael Johnson announced that the town needs a new volunteer to report for White County Economic Development. The decision will be made at the next Town Council meeting.

 

Michelle Earney, president of the Fourth of July committee, reported that the Fourth of July festival will be on Saturday, July 3rd, due to July 4th being on a Sunday. They are working on getting a beer garden approved for the festival. Due to the park?s ?No Alcohol? policy, the committee was advised to discuss the possibility of changing the policy for the festival. Town Attorney Jacob Ahler is going to look into a waiver for this issue. This discussion has been tabled until February.

 

Marilyn Young reported on behalf of Mainstreet. Farney?s volunteered to put the sign up for Mainstreet. Kevin Miller will be doing the electricity for the sign. Marilyn reported that the Mainstreet committee returned the $5,000 donation that the town donated to them for the liquor store building because it is no longer needed for the building. Marilyn requested that the Town donate the $5,000 back to Mainstreet for expenses for the sign. They received a $25,000 grant for the sign and the sign cost $26,700. Clerk Treasurer Pamela Bennett asked that if the remainder of the sign cost is $4700, what would Mainstreet need the other $300 for. Marilyn stated that they could use the extra $300 for insurance for the sign. Town Attorney Jacob Ahler advised the Town to pay Mainstreet $4700, but to not give Mainstreet the extra $300 until Mainstreet receives their insurance quote. Marilyn Young then said that she wants the Town to give Mainstreet $5000 for the sign pole and stated that Mainstreet would still owe $2000 more after the $5000 donation. Clerk Treasurer Pamela Bennett expressed concern about the Town not being able to explain to an Auditor what the $5000 went towards, since she had not seen any proof of cost. Pam also told Marilyn that she received an email from George Blissett, of Main Street, explaining that Mainstreet was only $3000 short for the sign and pole. Marilyn told Pam to forget about George?s email and then proceeded to request that the Town pay Main Street $5000 for their $6510 pole. Town Attorney Jacob Ahler told Marilyn that as long as Main Street provides the Town with an invoice for the pole, then the Town can donate the $5000 to them. After much discussion, Council Vice President Cameron Emond made a motion to donate $5000 to Main Street. Council Member Jerry Lietz second the motion. Motion carried 3-0 due to Darwin?s nepotism.

 

Council President Michael Johnson requested approval for the December 2020 Council Meeting Minutes. Council Vice President Cameron Emond made a motion to approve the December minutes. Council Member Darwin Miller second the motion. Motion carried 4-0.

 

Robert Bellucci announced that the contractor will be bringing the trailer to start repairing the lines on Second Street on Monday, January 11. If everything goes according to plan, the houses with water pressure issues on Scott Street will have pressure again.

 

Jeff Rowe, of Baker Tilly, went over the breakdown for the wastewater rate increase. Council Member Darwin Miller asked if more companies build at the Commerce Park, if we would receive more income from the other companies, besides Egglife. Rob Bellucci told Darwin that the income for the Town would increase. The Wastewater project is allowing the new plant to triple in its capacity specifically for new business in the Commerce Park.

 

President Michael Johnson presented the 2021 Salary Ordinance for approval. Council Member Darwin Miller made a motion to approve the 2021 Salary Ordinance. Council Member Rex Pearson second the motion. Motion carried 4-0.

 

Council Member Darwin Miller asked the Council if sticks could be picked up around town all year rather than only being picked up in April-November. After much discussion, Town Attorney Jacob Ahler agreed to write up an ordinance that will cover stick and leaf pick up. Council Member Darwin Miller also expressed concern over sidewalks in town that could be hazardous. After much discussion, Council Member Jerry Lietz volunteered to look into a grant to repair sidewalks in town.

 

Clerk Treasurer Pamela Bennett announced that the new windows for the Town Hall have not yet come in. 

 

Council Vice President Cameron Emond made a motion to adjourn the meeting. Council Member Rex Pearson second the motion. Motion carried 4-0.
