The Council of the Town of Wolcott met Wednesday, November 6, 2019 at 6:00 p.m. in the Community Room of the Wolcott Town Hall for a Public Hearing to provide citizens and taxpayers an opportunity to question or express their views on the Town?s intentions to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Wastewater/Drinking Water Program.


Council Members Present

Council President Michael J. Johnson, Council Members Fred Young, and Patrick M. Powell.


Council Members Absent

Council Member Richard A. Lynn and Council Vice President Stephen B. Schemerhorn.


In attendance were: Clerk-Treasurer Linda S. Bajzatt, Deputy Clerk Pam Bennett, Wastewater & Stormwater Supt. Chad W. Reynolds, Wolcott Volunteer Fire Det. Fire Chief Kenneth Burns, Wolcott Park Board President Lori Bussell and White County Economic Development Wolcott Representative Karen Evans. Also present were: Edwin Buswell, Executive Director of K-IRPC, Sara Prizio of Commonwealth Engineers, Inc., Heather VanDeMark of the Monticello Herald Journal, Darwin Miller, Cameron Emond, Daryl Orns, John Ward, Marc Rape of Strand Engineering Inc., Janelle Hofstetter and Marilyn Young.


Council President Michael J. Johnson opened the Public Hearing by introducing Edwin Buswell, K-IRPC Executive Director. Mr. Buswell explained that the Town intended to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Wastewater/Drinking Water Program. He stated that these funds are to be used for a community development project that will include the following activities: improvements to the town?s wastewater system. The total amount of CDBG funds to be requested is $600,000. The amount of CDBG funds proposed to be used for activities that will benefit low- and moderate-income persons is $306,000. Mr. Buswell stated that the Town and White County also propose to expend an estimated $8,389,000 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: USDA Grant ($1,311,000), USDA Loan ($1,646,000), White County ($1,688,000) and EDA Grant ($3,764,000). Mr. Buswell stated that he was informed by Economic Development Administration that the project funds from USDA, OCRA and EDA, all Federal funding, cannot be ?co-mingled?. He stated that it is a possibility that EDA will make funds available to cover the USDA grant funding. The Town will apply to OCRA in case the EDA funding ?falls through?.


 Council President Michael J. Johnson.asked for comments or questions from the audience. Janelle Hofstetter questioned the need for the EDA loan. Mr. Buswell stated that the project is estimated at $8.3 million, and is co-funded by the efforts of White County and Town of Wolcott through grant opportunities and bond funding.


No other comments or questions were heard, Council President Michael J. Johnson closed the Public Hearing.
