TOWN OF WOLCOTT COUNCIL SPECIAL SESSION

The Council of the Town of Wolcott met Tuesday, January 15, 2019 at 6:00 p.m. in the Community Room of the Wolcott Town Hall for A Special Session primarily to review Letters of Interests submitted for the vacated Council seat and possibly appoint a Wolcott town resident to the said vacated Council seat.

 

Council President Michael J. Johnson opened the meeting by asking all present to join in saying the Pledge of Allegiance.

 

Council Members Present

Council Vice President Michael J. Johnson, Council Members Fred A. Young and Stephen B. Schemerhorn.

Council Members Absent

Council Member Richard A. Lynn

In attendance were: Clerk-Treasurer Linda S. Bajzatt, Deputy Clerk-Treasurer Karen K. Evans, Town Marshal James M. Herre. Also present were: Jon Evans, Patrick M. Powell and James Wolf of the Monticello Herald Journal

 

Council President Michael J. Johnson read aloud Letters of Interest from Jon Evans and Patrick M. Powell. Clerk-Treasurer Linda S. Bajzatt stated in the absence of the town attorney and by the standards provided by the Office of the Public Access Counselor, which cites that no secret ballot shall be made by Council in any open meeting, that if the Council decides to appoint a person to the vacated seat, it must be done openly to the public. Council President Michael J. Johnson stated that he felt that both gentlemen are qualified for the position. He further stated that he was not confident that residents would not consider it a conflict of interest if spouses held Council seat and Clerk- Treasurer positions simultaneously. Reflecting on that reason, Council President Michael J. Johnson stated his choice to fill the Council seat is Patrick M. Powell. Council member Fred A. Young stated that he would prefer to see Jon Evans on the Council because of his past knowledge and experience as a Town Council member. Council Vice President Stephen B. Schemerhorn stated that he agrees with Michael J. Johnson?s concerns; therefore, he would select Patrick M. Powell.

Council President Michael J. Johnson then called for a vote. Council President Michael J. Johnson moved to appoint PatrickM. Powell to the vacated Council seat; Council Vice President Stephen B. Schemerhorn seconded the motion; and the passed 2 ayes (Johnson ? Schemerhorn); 1- nay (Young).

 

Council Member Fred A. Young moved to adjourn the meeting; the motion was seconded by

Council Vice President Stephen B. Schemerhorn; and the motion passed 3-0.
